Polk County News 2A Polk County Itemizer-Observer • April 20, 2016 Dallas introduces 2016-17 budget Falls City considers Fiscal plan as proposed Monday maintains current services and adds staff By Jolene Guzman The Itemizer-Observer DALLAS — The proposed 2016-17 budget for the city of Dallas contains no cuts and will add a few employees. City Manager Ron Foggin introduced the $37 million total budget —10.8 in the general fund — Monday during the Dallas Budget Committee meeting. “I’m happy to report that we are maintaining (current) levels of service,” Foggin said. “Where we can find places to improve at a low cost, we are doing so.” Employees will be added to code enforcement, police and public works, Foggin said. He also discussed chal- lenges facing budget plan- ning for 2016-17 and be- yond. Increases to the Oregon Public Employees Retire- ment System are at the top of the list. Foggin said the rate hike will cost the city $160,000 starting in July 2017. Half of that amount is included in 2016-17’s financial plan. “That is something that in this budget, we’ve already started working towards,” Foggin said. “In an effort to get ahead, we’ve budgeted for that increase this year and we will budget every year for that.” Other challenges include planning for minimum wage increases over the next sev- eral years and paying for in- frastructure improvements. “Long-range planning is important, so I think that we’ve done what we can to keep up with our chal- lenges,” Foggin said. The budget committee will meet next on Monday at 6:30 p.m. at City Hall, 187 SE Court St. The committee will cover public safety and public works departments. A meeting covering ad- ministrative, and building and grounds departments is slated for May 2. Timber: Counties, loggers, environmentalists clash Continued from 1A O&C counties and the logging industry aren’t the only groups displeased with the proposal. Environmental groups have also criticized the plan, saying it weakens protec- tions for clean water, healthy fish habitats and recreation implemented through the Northwest Forest Plan. A statement from Casca- dia Wildlands expressed dis- appointment with the plan’s r e d u c t i o n o f “s t r e a m buffers” — where logging isn’t allowed to protect water resources. The proposal de- creases these zones by half. “Monitoring reports re- leased in 2015 revealed the Northwest Forest Plan has succeeded in restoring wa- tersheds and the old-growth ecosystem over the last 20 Western Oregon Resource Management Plan by the numbers: Total acres: 2.5 million west of the Cascade Mountain range. Pope noted because the O&C lands in Polk County are home to spotted owl habitat, even if the lawsuit were successful, logging probably wouldn’t increase much here. That won’t affect the amount of revenue the county would see. Because of the “shared distribution formula,” Polk would always get the same percentage of the timber cut regardless of where the trees are cut. The average payments to coun- ties from 1960 to 2011 amounted to $134 million annually, according to the AOCC. He added he doubts counties will see a reautho- rization of the Secure Rural Schools (county payments) program, which has served as a replacement for timber revenue after harvests de- creased. “Don’t expect anything to happen in this Congress. We are embroiled in ‘lame duck’ politics here that will just keep us from being able to do anything substantive until after the presidential election,” Pope said. The county lawsuit could not be filed until the BLM has issues its “record of deci- sion” following the protest period. That is anticipated to happen this summer, Pope said. hiring own engineer By Jolene Guzman The Itemizer-Observer FALLS CITY — With a number of infrastructure planning projects under- way or impending, Falls City Mayor Terry Ungricht is understandably feeling a little overwhelmed. The city was awarded funding from the Federal Emergency Management Agency (FEMA) to replace a bridge washed out in a storm last winter and has a city street paving project coming up. Water and wastewater systems im- provements also are need- ed in the near future. With no city manager on staff, Ungricht has been taking the lead on complet- ing the work necessary to get the projects ready. “With all that is going on, especially with this FEMA project, the road project, I’ve identified that we are in desperate need of a city en- gineer,” he said. “We’re hit- ting stuff that is a little bit out of my league and I’m going to make sure that it is taken care of.” Falls City has a contract with the city of Dallas for engineering services, but with both cities working on several projects, Ungricht believes the city needs its own engineer. At the Falls City City Council meeting Thursday, Ungricht asked for permis- Government sion to issue a request for proposals (RFP) for a firm to serve as “city engineer of record.” The contract would be similar to what the city has with its attorney. The engi- neer would be on retainer and only paid for the hours spent working on city proj- ects, Ungricht said. The council approved is- suing the RFP for bids on a unanimous vote. In other business, the council: • Approved a 1.8 percent rate increase for garbage pickup and recycling services provided by Republic Servic- es. The city’s contract with the company allows for rate adjustments based on the average increase in regional consumer price indexes. • Approved submitting a grant to Oregon Depart- ment of Parks & Recreation to purchase the property on the south side of the falls on the Little Luckiamute River. The $85,000 grant would allow the city to buy the property and expand Michael Harding Park.
