Polk County News 6A Polk County Itemizer-Observer • December 16, 2015 OBITUARIES Thomas ‘Tom’ Carssow Oct. 1, 1957 – Dec. 4, 2015 Tom Carssow, 58, of Salem died Dec. 4. He was born in Lewiston, Idaho, to Boyd and Melivina Carssow. Tom moved to Salem in 1973 with his family. He graduated from North Salem H i g h School in 1976. He was a jour- neyman electrician and had worked for Northside Electric. He was passionate about his work and enjoyed the comradery he shared with his coworkers. Tom was an Eagle Scout, diehard Seahawks fan, histo- ry buff, loved his dogs, China and Hank, was an outdoors man, humorous, and a good friend. He was preceded in death by his sister, Carolyn. Charlene Ann Plueard Oct. 7, 1961 – Nov. 21, 2015 Charlene Ann Plueard, 54, of West Salem, formerly of Dallas, died Nov. 21 of heart complications. She was born in Oakridge. She moved to Dallas in 1975 and went to Dallas H i g h School. She later moved to West Salem. Charlene had a crazy love for anything “Pepsi” related, with a huge collection. She also had a crazy love for cats, horses, Pink Floyd and the Oregon Ducks. Her greatest love in life was her grandkids. Even though she was deaf, she never let that slow her down. Her infectious laugh will be remembered by all that knew her. She was preceded in death by her brother, Bobby; and father, David. Survivors include her par- ents, Sandi and Bill Trussell of Dallas; son, Kevin Plueard of West Salem; daughter, Amy Chaskin of San Jose, Calif.; brother, Donnie (Dee) Plueard of Glendale, Ariz.; sisters, Terri (Stephen) Heuberger of Mehama, and Ginger Plueard of Dallas; grandparents, Robert and Lillian Ashcroft; grandmoth- er, Letha Trussell; and a large extended family. Ruth M. Halstead Feb. 5, 1918 – Nov. 27, 2015 Ruth M. (Bales) Halstead, 97, of Dallas died Nov. 27. She was born in Smith Center, Kan. The Bales family moved to Oregon in 1920, and settled in Alpine. Ruth graduated from Monroe Union High School in 1936. She married John Hal- stead in 1939, and they set- tled in Monroe before mov- ing to Dallas in the summer of 1949. R u t h was a homemak- er, which suited her per fectly. She loved to garden and grow flowers and veg- etables of all kinds. For a time, Ruth was a clerk at Safeway when her husband was hurt in an ac- cident at work. She also worked at various canneries during the summer, and served several families work- ing as a baby sitter. In 1969, the family pur- chased 80 acres south of Dal- las where they raised cattle. Ruth loved the Lord and one of her greatest joys was teaching 3-year-olds in Sun- day school at the First Nazarene Church in Salem, where she attended for more than 40 years. Ruth always had a smile and would start a conversa- tion with anyone; no one was a stranger to her. She was preceded in death by her entire immedi- ate family, her husband, John Halstead and her daughter, Karlene. Survivors include her son, Decker Halstead and a large extended family. Memorial service is Satur- day at 1 p.m. at the First Nazarene Church in Salem. Private interment was at Alpine Cemetery in Monroe. Contributions are sug- gested to Union Gospel Mis- sion in Salem. Tracie Rene’ Davis June 12, 1970 – Nov. 26, 2015 Tracie Rene’ Davis, 45, of Falls City died Nov. 26. She had faced a lifelong struggle with ADD, diabetes, manic depression and other health-related complica- tions. She was born in Salem and had lived her early years in the Falls City and Pedee areas. She attended schools in Falls City, Dallas and Hillsboro before graduating from Falls City High School in 1988. Between a variety of moves and jobs, she f u r t h e re d her education at Portland Community College, Port- land State University, and Clark College where she be- came a certified pharmacy technician. The Portland area, espe- cially Wilsonville, was dear to her heart, as it was close to her mother, Leslie Purdy Davis, as well as the cultural life she enjoyed and the Trailblazers. She also enjoyed sweep- staking, audio books, history and travel, particularly to Mexico. In 2003, Tracie married Roger Bumpas. They di- vorced in 2008. Although she had no children, she treas- ured and spoiled her four- legged friends. After the death of her mother in 2009, she re- turned to Falls City to be near her grandmother and family. Survivors include her grandmother, Mavis Purdy of Falls City; brother, Mark (Traci) Davis of Redmond; and a large extended family. She had a great love for all dogs, but Dachshunds in particular. She was born in St. Paul, Minn., but grew up in Port- land. She graduated from Com- merce, now Washington High School, in 1948. She married John D. Titus in 1958 and they moved to In- dependence, where their son David was born. Eleanor was active in many civic organizations in- cluding Monmouth-Inde- pendence Chamber of Com- merce, Edgar Smith Fine Arts Board, WOU Emeritus Society, and Oregon Sym- phony. She received the Distin- guished Service Award from the Monmouth-Indepen- dence Chamber of Com- merce in 2000. She loved to play golf both at Oak Knoll and at Salem Golf Club, and was very proud of getting a hole-in- one. She enjoyed being a part of the Vermillion Vixens of the Red Hat Ladies. She took pleasure in her Norwegian heritage, driving her convertible in the Fourth of July parade, worldwide traveling, and hosting her annual Christ- mas party. A celebration of life will be held at a later date. Contributions are sug- gested to the Humane Society. Diane Dalton July 16, 1933 – Nov. 29, 2015 Diane Dalton, 82, of Inde- pendence died Nov. 29. She was born to Clarence and Ida Priest in Wood River, Ill. Diane could be both hu- morous and serious, and lived an amazing and gener- ous life. She en- joyed do- nating time to charita- ble causes such as the Humane Society and the American Cancer Society in Peoria, Ill., as well as at the Monmouth Senior Center. She was preceded in death by her daughter, Deb- bra Millsap on Dec. 18, 1995. She was sister to Jugg Priest; wife to Raymond Eid- son, David Dalton, and Bill Prune; had two grandchil- dren; three great-grandchil- dren; and a large extended family. Dallas man arrested after alleged menacing Itemizer-Observer staf report DALLAS — A Dallas resident was arrested after police investigated a report a man who allegedly had threatened another person with a gun. According to police, the incident occurred on Nov. 27 in the 200 block of Fern Avenue in Dallas. Taylor Hill, 26, of Dallas was reported to have pointed a firearm a man at the location, threatened him and put a gun to his head, police said. During an investigation police learned that Hill report- edly had done the same thing to another person on Nov. 25 in the 300 block of Northeast Evergreen Avenue in Dal- las. On Nov. 28, Dallas officers, assisted by Polk County Sheriff’s deputies, served a search warrant at Hill’s resi- dence in the 200 block of SE Hankel Street in Dallas. Hill was home, but initially wouldn’t come out. Officers talked with Hill on the phone and he surrendered without inci- dent. During the search, officers located 9 mm ammunition next to an empty pistol holster and an airsoft replica pis- tol which had been altered to conceal the orange tip. Hill was arrested on two counts each of misdemeanor menacing, felony unlawful use of a weapon, felon in pos- session of a firearm, misdemeanor unlawful possession of a firearm, and misdemeanor pointing a firearm at anoth- er. In addition, Dallas Daulton, 23, of Dallas was arrested on a charge of hindering prosecution. Hill and Daulton were lodged at the Polk County Jail following their arrests.
