The changes at Meadow Creek were included in the county’s report of new values completed this summer and sent to the state for approval. The state OK’d the report in late August, and because the change in property taxes would be so dramatic, Schmidt’s office sent Mead- ow Creek residents advance notice of what was coming. Early notice or not, Cronin and those in atten- dance at the meeting point- ed out that most people liv- ing in the park are retired and on fixed incomes. The increase would be tough for many to absorb without making other sacrifices. Cronin said she paid about $450 in property taxes last year. That will increase by 56 percent, with pay- ments starting in November. “The taxes will be eating my lunch for the next 6 to 8 months,” Cronin said. “Politi- cians have no clue what the real world is like. We are on Social Security. We don’t need any more expenses.” At Thursday’s meeting, residents asked if the in- crease could be spread out over a number of years in- stead of paid all at once. That is only true if real market value (RMV) on a property is higher than what is called the proper- ty’s maximum assessed value (MAV). Enacted after Oregon voters passed by Measure 50, the MAV on a property was initially calculated in 1997 using the 1995 RMV (the amount the county assessor’s oice believes a property would sell for if put on the market). That value is limited by statute to grow at no more than 3 percent annually. But the assessed value, what property taxes are based on, can be MAV or RMV, whichever is lower. In many cases, such at Meadow Creek, the real market value fell below MAV during the recession. In that case, taxes are based on RMV, which can grow — or fall — by more than 3 percent in a year.
