The first execution under the new law, providing it is endorsed by the governor as expected, will be th a t of A. L. Belding, the P ort land m urderer. As this bill has not au emergency clause, it will not become a law for three months, and should Lane county have a hanging as an outcome of the W ithers-Lyons case, it will, no doubt, be carried out by Sheriff Fisk. CON G RESSION A L ELECTIO N IN JU N E . Governor Cham berlain has an nounced his intention of calling the special congressional election some where about the first of June. In putting off the election unil th a t date the Governor has shown a spirit of great consideration for the feelings of the defeated elem ent of the republican party and has given am ple time for th e wounds made by senatorial contest to heal. This is perhaps best and is withall a kindly act on the part of Oregon’s chief executive in return for the legislature's repeated attem pt to spitefully restrain the Governor’s appointing power and utter refusal to enact his recommemdations in to law regardingjthe fiat, salray and other im portant legislation affecting the pockets of the people.
