th a t spirit of perfect proprietorship,
that sense of dominion witii widen they
«titered the cabin in the dusk of the
first evening. They tr ed to realize this
inter and more ditflcult conquest of
difficulty. But they could not. And

The question of good roads is press­
ing Itself more and more on the a tte n ­
tion of the public. During the j»ast few
weeks there have been no less titan
three conventions held to consider this
m atter—a State «^invention a t Rich­
mond, Va., a State convention a t Co­
lumbia. S. C.. and the National Road
Congress whicb assem bled in A tlanta.
The subject of good roads appeals to
the whole public. At the north and
w herever there is a large population the
question Is a very simple one—merely
a m a tte r of organization aud en th u si­
asm. B ut w here the population is
sparse the question is surrounded by
immense and alm ost Insurm ountable
difficulties unless public opinion can be
prevailed i n to perceive—and th at
clearly—th a t the interests of the S tate
a re involve»l.
It is an easy m a tte r for some counties
to m ake perm anent improvements, but
in counties where the population Is
sparse and w here there is no consider­
able aggregation of capital, the question
of good roams takes the shape of a very
serious and difficult problem. So th at
wlille some com m unities have the
m eans to carry ou perm anent road im­
provem ents from y ear to year, other
communities, ltvss fortu n ate in th a t re­
spect, will be compelled to let m atters
run on pretty much as they have been
running, unless, indeed, public sen ti­
ment so crystallizes as to compel leg­
islation on the subject.
J u s t when and how this is to be
brought about it would be difficult to
say. The public highw ays have been
neglected for so m any years—or worse
than neglected under our deplorably
bad system —th a t bad roads have come
to be regarded as a necessary evil. The
cost th a t they entail on the public and
the losses th a t are sustained by both
producers and buyers, are beyond com­
putation. As thin cost and these kisses
fall on the public a t large, lrrespe<?tlve
of county boundaries, trades or profes­
sion, the question would seem to invite
general legislation for the benefit of the
whole State.
If the improvements th a t are neces­
sary were to be m ade a t once the q u es­
tion would be settled iu tiie negative.
It would be out of the pow er of the peo­
ple to engage in the affair. But it is not
necessary. In this respect the people, if
they move In the m atter a t all, will have
to follow the example of other countries
and other communities. They will have
to go slow, in order not only to keep
down the average of taxation, but to
give a solid and a perm anent ch aracter
to the work th a t is done.
Slow end sure is not a bad motto in
any enterprise or In any line of busi­
ness, and it is especially applicable to
the m atter of road improvement. A
mile of perm anent roadw ay built every
year would, in the course of time, give
a splendid system of public roads, and
would nttarly double the value of the
taxable property of the State, to say
nothing of the money th at would be
saved to the producers as well as to the
consumers.
This question, like all other questions
of public importance, has its ram ifica­
tions, and in one way and another, it
affects the interests of every man, wom­
an and child in the State. In spite of
this—or, perhaps, by reason of i t —It is
a very difficult problem to solve. If it
is ever solved the solution m ust neces­
sarily be the result of State legislation;
and this is a very delicate m atter.
T here is one reform, however, in regard
to which public sentim ent is rapidly
crystallizing, and as this has to do with
the road question it may be briefly re­
ferred to here. It is the belief on -.he
p a rt of the people of all classes th a t it
would be better for the State convicts
to be set to work improving the roads
than to hire them out to compete with
free labor. This reform is now ready to
seize upon the L egislature and make
itself heard.
