There will now be a good chance for a hot-head on one side or the other for to do some overt act that will cause trouble like the blowing up o f the Maine and then will hap pen a recurrence of episodes like which have occurred before and which were described by Hon. Chafin during his lecture on the evening of the 5th iust., which will be remembered by his many hearers, and was relative to the acquisition of the Philippines, T e x as and Florida. Governor West’s good road pro gram, stating that the “ one man power’ ’ has never proven satis factory, and that to center the e x penditure o f $40,000,(XX) for good roads iu the hands o f the governor would be a great temptation to profit at the state’ s expense. The plan of a highway commis sioner has been advocated by G ov ernor West and in the proposed measures recently drafted provi sion is made for t Ire appointment of such a commissioner, the ap pointment to be made by the gov ernor. The measure further pro vides that the sole distribution of money for roads will be virtually under the direction o f the govern or; also that he shall have sole power to make all appointments. The L e a d e r is of the opiniou that the “ one man power” which accomplishes something for the benefit o f the state is not much to be feared if the “ one mair” is of the right sort. Governor West’s plan is, it would seem, calculated to ac complish iu the most direct man ner the purpose for which it is in tended. The report that congress contem plates reducing the forest service appropriation over a million dol lars has aroused a storm o f protest frbm the timber districts. Con gressman Hawley says in a mes sage sent to Mayor Rushlight of Portland Wednesday that he un derstands the cut in the appropri ation, recommended by the com mittee, was concurred in by Chief Almost Lost his Life. THE CHINESE REVOLUTION With the abdication of the Mati- chus there seems to be little reason why the powers of the earth should ot recognize the new government of China. This country naturally in sym pathy with the struggles of all peoples for liberty, will doubtless be among the first, and it should be the first, to extend the hand of fellowship to the people across the Pacific in whom we have always felt a deep interest. That we were compelled to keep out coolie labor ers has long ceased to be taken as any indication that we did not feel friendly to the Chinese as a people. Now that they have shown them selves to be desirous o f a free, rep resentative government, the Amer ican nation will show appreciation o f their aspirations and encourage their ambitions. NEWSPAPERS SHOW DECREASE IN NUMBER Newspaper census figures for 1911, compiled by the American Newspaper Annual and Directory, just published here, indicate the multiplication of daily papers iu the United States has come to a halt. A year ago the number was 2472; the 1912 Annual lists 1.1 less, showing that the trend is now in the downward direction. Accord ing to this authority, greater mor tality than birth rate is explained by suspension or consolidation of newspapers in crowded and unpro ductive fields. New England has lost four dailies, New York four Middle West states nine, and the Western states have thirteen less than a year ago. Gains have been heaviest in the Southern states, while the Middle Atlantic section has an increase o f three. W eekly and semi-weekly news papers also seem to have reached their limit in numbers. The 1912 Annual names and describes 16- Oregon Agricultural College, Corvallis, Ore., Feb. 9th— An edition of 50,000 copies of the 52- page bulletin on industrial contests for Oregon boys and girls will be issued shortly from the O. The first prizes include Shetland ponies, Jersey and Holstein calves, South down, Shropshire, Cotswold and Lincoln sheep, Poland China, Berkshire and Duroc Jersey pigs, Scotch collies and chickens o f var ious breeds, as well as other val uable awards. What these people can aud will do for you is important, but only upon one con dition. That condition exists, not with in them, but within you. The schoolteacher can lead you to the book. He cannot make you think. The preacher or priest can show you which way a toboggan slide runs. He cannot keep you from taking a chance if your head is light weight. The sheriff can hold you for a while— but that is all. No force outside of yourself is stiong enough to make a man of you. But inside lies the power that can move mountains, dig ca nals, scale Parnassus aud keep you away from the policeman, aud the bill collector, Beelzebub and the Commorists. Inside lies the force that can take a rail-splitter without a day’ s schooling iu his life aud make him President o f the United States. Inside lives the thing you must be true to if you grow— the thing that spurs ambitiou, whets desire and produces action— the thing that gives you the right to live. True manhood comes from the cultivation of the interior. 70-T0N STEAM SHOVEL ARRIVES District Forester Geo. H.
