T h e Roseburg Review of T ues day evening had the following to say about D rain’s “ resolving” not to be included in the proposed new county, in w hich they are not in cluded, nor w anted: “ A m ass m eeting was held at D rain Mon day evening to discuss the proposed county division and the following resolutions were adopted; RESOLUTIONS OPPOSE DIVISION. W hereas, there is a m ovem ent oh foot, originated by the citizens of C ottage Grove, to organize a new county out of the southern p art of Lane county and th e north ern part of Douglas county; Resolved, By th e citizens of D rain, in m ass m eeting assembled, th a t we are unalterably opposed to the said m ovem ent and will do all iu our power to defeat it. U nanim ously adopted. YONCALI.A AI.SO OPPOSES ACTION. A t Y oucalla a sim ilar m ass ym eeting was held on M onday even ing and they also adopted resolu tions opposing any division of D ouglas county. A t the D rain m eeting several letters from prom i nent citizens of F.lkton, S cottsburg an d G ardiner were read, and they, likewise, were unanim ously op posed to county division, as pro posed by the Cottage G rove people. W hile a portion of the residents of the northern part of this county, especially in the dow u-the-nver districts, would be glad to have a county of their own, they realize th a t they still have too few people an d too sm all a volum e of tax ab le property to bear the necessary e x pense of carrying on a county gov ernm ent. T hen as to going to the county seat to tran sa ct their neces sary business they m uch prefer com ing to Roseburg rath er than going to Cottage Grove. T he Iilkton, Kellogg an d Scottsburg people can come by team direct to Roseburg, if they so desire, w here as it would be alm ost impossible for them to reach C ottage Grove except by train from D rain or O a k land. --------------- -- 1908 NESMITH, NOT BOHEMIA. Cottage G rove gentlem en a n nounce th a t they have not given the nam e Bohemia to their pro posed new county, as heretofore published. Instead they have se lected th e nam e “ N esm ith ,” in honor of a pioneer U. S. Senator from this state. T hey believe the nam e “ Bohem ia” would carry a w rong impression to those not ac quainted with the local conditions. ’ SOME LOCAL OBJECTIONS. As heretofore indicated, it is more than probable th a t nearly all those people living south of the Calapooia m ountains, except in a sm all portion of the Bohemia m in ing district, will strenuously ob ject to being placed in the pro posed new county. T hose settlers along the N orth Umpqua river would be very seriously inconveni enced. T hey could hardly reach C ottage G rove w ithout com ing via Roseburg. As to th a t part of the Bohemia district now lying w ithin Douglas county, it is not probable th a t any serious objection will lie m ade to its being added to the pro posed new county, as the m atter of building a road in there from this side of the m ountain range has been found to lie too expensive to be undertaken with the business there no g reater th an it is at pres ent. All of north D ouglas is now on record as being ag ain st the creation of the proposed new county, with boundaries as herein stated, and it is certain th a t the rem ainder of the county will su p port them iu th eir objections to be ing cut off an d placed in a new county where they do not w aut to g o .” DOUGLAS COUNTY PROPERTY LOSS N attie M artin and F ra n k Jo rd an went to Roseburg W ednesday at the request of the Commercial Club to ascertain the am ount of tax ab le property an d population of th a t p art of D ouglas county in cluded in the proposed new county. They received very courteous tre a t m ent at th e h an d s of the Douglas county officials and found $1,485,- 569 ta x ab le property and a popu lation of ab o u t 800 or 900 in the D ouglas territory included in the new proposed county of “ Nes m ith .” A sim ilar com mittee sent to E ngene to ascertain the sam e facts have not as yet m ade a re port. Mass Meeting at Creswell. A large delegation of Cottage G rove citizens w ent to Creswell T hursday afternoon to meet and discuss the new county project with the Creswell people. T hey report a very cordial greeting and encouraging expressions from our Creswell neighbors. Assessed valuation per capita $617:26. $3,430,364 of th is valuation is from the south portion of Lane county included w ithin the bound aries of the new county. $1,485,569 is from the northern portion of D ouglas county includ ed w ithin the present boundaries of the proposed new county. T h e present county and state levy is 12 m ills giving the pro posed new county at the same rate, a revenue of $58,991 20, 7.30 m ills of th is am ount is coun ty ta x or $36,033.78 for the pro posed new county. As stated in the last issue of the Leader the boundary liues of the new county begin at a point on the D ouglas an d Lane county line about 30 m iles from the coast and ru n s east about one mile north of Creswell to a point in the Cloverdale v icin ity, thence in a southeasterly d i rection along the sum m it of the m iddle fork watershed, leaving the m iddle fork valley all in Lane county, the new line intersecting the old county line on the east at the lower end of W aldo Lake, thence south following the present county boundary line to th e head w aters of th e north U m pqua river, thence west down the north Ump q ua river in D ouglas couuty to the W illam ette M eridian, thence north west nearly following the present boundary line to *a point northeast of Drain, thence west following a section line between D rain and Leona, b u t nearer the la tte r place leaving D rain in D ouglas county, thence to a point northeaet of Scottsburg, thence north to the place of beginning. A large am ount of business was transacted. A petition for a side w alk on the west side of Honey street was read, as w as a rem on strance on the w idth, w hich is the regulation aa recommended by the city charter. On motion the coun cil voted th a t the sidew alk be bu ilt the full width, five feet and four inches. A petition for a sidew alk on the east side of F irst street from Main to the north end of the street was read and on motion g ranted. A petition ask in g for a sidew alk on E ast River street in the south p art of town, was read and also on motion was granted. T h e m arsh al w as notified to iustruct the property ow ners to build the sidew alks as granted and to see th a t the work w as done w ithin the n ex t ten days. A com plaint from G eo. Mote th a t the ditch n ear the railroad had become filled up, was read an d turned over to the street com m ittee for action. T he report of the city treasurer was read for the street fund since March 1, 1908. Since th a t tim e there has been received $.5256.14. Of th a t am ount there rem ains a balance of $7.78 in the treasury. Balance being paid out on w ar rants. O utstanding w arrants since May 5, 1908 in the street fund am ount to $3,120.12. T h e report w as ap proved and ordered placed upon file. An initiative petition ask in g for an am endm ent to the city charter was presented to the council with the necessary signatures, asking th a t the city purchase five acres in the trac t know n as L ong’s ad d i tion to C ottage G rove for the sum of $3,000, the tract to lie used as a city p ark . P aym ent to be secured by a special ta x levy for two years. T h e council voted a special elec tion for Ja n u ary 20, 1909, and or dered the same judges an d clerks to officiate as at the last election, an d to use the same polling places. Com plaints were received from the Pacific Tim ber Co., the Odd Fellows lodge and T . K. Cam p bell, against the sewer assessments on the east side, asking for a re duction in the assessm ent. On motion the council ordered a 25 per cent reduction, said reduction to be paid by the city. On motion the city recorder was instructed to prepare an ordinance prohibiting the p ain tin g of object ionable advertising m atter in p u b lic places, on b uildings an d on fences, an d to prevent bill posting in any such m anner w hich m ay also be deemed objectionable by th a t body. On motion the chief of the fire departm ent was notified to report on the num ber of volunteer mem bers of the two co m p an ies,' their attendance and the ex ten t and condition of their fighting ap p ara tus. T he following bills were present ed and on motion allowed: Ju d g e L. T . H arris handed down his decision in the divorce case of S. J . W alker vs U. G. W alker, both of Cottage Grove, giving the plaintiff her decree. T his w as the case tried last fall w hich created such a sensation an d in w hich so m any witnesses were used. T h e finding of facts are of such a ch aracter as not to w arran t p u b li cation and therefore no reference is m ade to them. Besides getting her divorce, the plaintiff is given the custody and control of the m inor children, M yrtle, A lva and D onald, until the further order of this court, and defendant is required to pay to plaintiff the sum of $7 per m onth for each child d u rin g tbeir m inor ity or $21 per m onth in the ag g re gate for the three children, p ay able on the 10th of each m onth and com m encing Ja n u a ry 10, 1909. T he defendant h as the rig h t to visit each child at all reasonable times, w ithout being hindered or ham pered by the plaintiff or any other person. Should th is be done by the legisla tu re at its com ing session, it ia probable th a t this district will in clude Lane, Douglas, Cooe an d C urry counties, w ith an assessed v aluation of about $60,000,000. Upon th is a special ta x levy of one-half of one mill per annum w ould yield a revenue of $30,000, w hich w ould be am ple to m aintain a N orm al school. T h e S outhern Oregon district w ould include Josephine, Jackson, K lam ath, L ake an d H arney counties. T h e rem ainder of the state would be divided into three other districts, placing one school presum ably at M onmouth, one near P ortland and the th ird a t its present location at W eston, U m atilla county.
