The government has recently de cided to work in conjunction with the Diamond Cutters' and Im porters' Protective Association of this city to prevent smuggling of jewels, and the association has ap- , Winted a committee beaded by Ludwig Nisseu to co-operate in tlxe , work, Mr. Nissen is to go to Europe information of pro- . spective smuggling. Commenting 'on this arrangement Mr. Theobold said: l is utterly impossible for tde treasury department, the Diamond Cutters' and Importers Protective Association or any other large body to get any information from the diamond polishers of Antwerp or Amsterdam, or from the dealers in Parts and London. Those who smuggle diamonds make it a rule to give strict orders that the sellers say nothing to their competitors ol any purchases tbey have made. I know what is considered to be a thoroughly reputable house in this city which has been smuggling diamonds for twenty years. This concern has one of its representa j ves living in Amsterdam. "I know the members of another concern who have relatives travel ingback and forth on the Antwerp steamers, employed as stewards, who successlully bring over pack' ages of unset diamonds for the firm on almost every trip. 1 am ac quainted with still another firm that buys from smugglers all the diamonds that these men bring in. The firm is a most reputable one, so tar as Bradstreet's and public opinion go.- "I know of four necklaces that have been landed in this country within the last few months without the payment of duty. Thecheapest one of these is worth $30,000, and one which was purchased of Eu- charau in Paris cost 250,000 francs. or about $50,000. Everyone of the women at present wearing these ill-gotten jewels is in society. Two of them arc the wives of bankers and the fourth is the wife of a fa mous lawyer. "I am not in a position as a pri vate citizen to go and take these jewels and I shall never become an informer. Although I am out of the business for all time, I am still in close touch with people who arc only too glad to give me infortim tion such as I nlw.iyshnvc received.
