Admirals Hichborn and Melvillo have estimated that $18,000,000 will bo required to meet bills of shipbuild ers. In addition to this sum. There is reason to lielievo that Admiral Crowinshield, chief of the butenu of navigation, will recommend in his forthcoming report that tlio enlisted force be increased to 30,000 men and will make estimates therefor.
