COTTAGE GROVE SENTINEL | APRIL 22, 2021 | 3A CG Art Walk canceled Due to the rise in COVID-19 cases in Lane County and result- ing change in risk level, the Art Walk originally scheduled for April 30 has been canceled. Organizers hope to an- nounce the return of the monthly event in May, subject to updates to the county risk level. City offering yard sale ‘sign’ option Residents are remind- ed that yard/garage sale signs are not allowed within the city rights- of-way, on traffic signal, street light, street sign or utility poles. Yard sale signs in the right-of-way can be a distraction to drivers, pedestrians or cyclists. Signs on private property, however, are fine. The City is provid- ing a way of promot- ing yard/garage sales. Follow the “Commu- nity Resources” menu on the City of Cottage Grove webpage and go to the “Yard Sales” link. There, you can enter in yard sale information and the city will post the list on the page of all yard or garage sales by Friday morning each week. Anyone wishing to take a tour of the yard sales in town can access the site on their device or print out a list and then shop till they drop. City of Cottage Grove receives 27th consecutive Tree City USA award Cottage Grove received Tree City of the Year this year for the 27th year in a row and the Growth Award for the fourth consecutive year from the Arbor Day Founda- tion. The Arbor Day Foun- dation established the Tree City USA program in partnership with the U.S. Forest Service and National Association of State Foresters. More than 3,400 com- munities have made the commitment to becom- ing a Tree City USA. Cities achieve Tree City USA status by meet- ing four core standards of sound urban forestry management: maintain- ing a tree board or de- partment, having a com- munity tree ordinance, spending at least $2 per capita on urban forestry and celebrating Arbor Day. The Tree City USA Growth Award is pre- sented by the Arbor Day Foundation to participat- ing Tree City USA com- munities which demon- strate higher levels of tree care and community engagement during the calendar year. The Growth Award recognizes major mile- stones and annual ac- tivities in five categories that combine to build sustainable community forestry programs over the long term. Each activity has a value between 1 and 10 points, and communities must document activi- ties that total at least 10 points, from any of the subcategories, to receive the Growth Award for the calendar year. The subcategories are: building the team, mea- suring trees and forests, planning the work, per- forming the work and the community framework. City staff, the Urban Forestry Committee, and citizen volunteers work diligently each year to improve the health of trees in the community. Trees are trimmed, new trees are planted, tree as- sessments are performed, and support for Arbor Day helps in improving the health of trees. April is Arbor Month and staff are preparing a proclamation for Cot- tage Grove City Council adoption at its upcom- ing April 12 city council meeting. There are currently two vacancies on the Ur- ban Forestry Committee. Summer restrictions continue at city wastewater treatment plant The Wastewater Treat- ment Plant has gone into the summer thermal limits required by the Department of Environ- mental Quality’s (DEQ) National Pollutant Dis- charge Elimination Sys- tem (NPDES) permit. Now through May 15, limits are 13 mil- lion Kcals/day. This is the allowed increase in Coast Fork River water temperature caused by treated water being re- leased into the river by the treatment plant. Due to the restriction, the City is unable to dis- charge all its treated ef- fluent into the river. This is to keep the river cooler for fish migration. The limits are usually attainable until May 15 when the limits are again reduced to accommodate the fish spawning season. The restriction is then re- duced to a limit of 9 mil- lion Kcals/day. On May 1, the sum- mer permit starts, which increases the testing re- quirements for phospho- rus, nitrite, nitrate, and Total Kjeldahl Nitrogen. The increased testing runs through the end of October. From June 15 through Sept. 15, the NPDES per- mit has a very strict or- thophosphate limit. The City’s limit to achieve is under one pound per day. With the new pond project, the city will have more treated water stor- age, which will help stay in compliance with the DEQ guidelines.
