This past week, the Unit- ed States Department of the Treasury and the Internal Revenue Service started to send approximately eight million Economic Impact Payments (EIPs) by prepaid debit card. The distribution of EIP cards follows the millions of payments already made by direct deposit and the ongoing mailing of paper checks and are part of the Treasury’s and IRS’s plan to deliver Economic Impact Payments as rapidly as pos- sible. EIP cards are safe, conve- nient and secure, according to a Treasury press release on Jan. 7. Cardholders can make purchases online or in stores anywhere Visa Debit Cards are accepted, get cash from domestic in-network ATMs, transfer funds to a personal bank account, and obtain a replacement EIP card if needed without in- curring any fees. Recipients can also check their card balance online, through a mobile app or by phone without incurring fees. The EIP card provides consumer protections in- cluding certain protections against fraud, loss, and oth- er errors. EIP cards will be sent in a white envelope that promi- nently displays the U.S. De- partment of the Treasury seal. The EIP Card has the Visa name on the front of the card and the issuing bank name, MetaBank, N.A., on the back of the card. Each mailing will in- clude instructions on how to securely activate and use the EIP card. EIP cards are being is- sued to eligible recipients across all 50 states and the District of Columbia. In order to quickly disburse EIPs, some people who re- ceived EIPs by paper check for the first round of EIPs might receive an EIP card this time, and some people who received an EIP card for the first round may re- ceive a paper check. EIP cards are sponsored by the Treasury Depart- ment’s Bureau of the Fiscal Service. The EIP Card is part of Treasury’s U.S. Debit Card program, which provides prepaid debit card ser- vices to federal agencies for the electronic delivery of non-benefit payments. MetaBank, N.A. was se- lected as Treasury’s finan- cial agent for the U.S. Debit Card program in 2016, fol- lowing a competitive selec- tion process conducted by the Treasury’s Bureau of the Fiscal Service. Specifically, the amend- ment states that the city may calculate sewer and water SDC fees for all de- velopments utilizing a 1.5” meter or less by multiply- ing sewer or water fixture units times the SDC rate per sewer fixture unit. For developments utiliz- ing a meter larger than 1.5”, sewer and water SDC fees will be calculated using the Meter Size Schedule. In making a case for the change, city staff cite peak water demand stud- ies which show that, when multi-unit developments increase in size, the proba- bility of the majority of the fixtures being used at the same time is drastically re- duced compared to single family homes. Peak flow rates for single family homes, for instance, is 11 gallons per minute while peak flow rates for a 27 multi-unit residential development is slightly less than two gallons per min- ute per residential unit. The city has also stat- ed a goal of encouraging large multi-unit residen- tial developments as part of its housing plan and the amendment is meant to further this aim. If passed, the ordinance will take effect 30 days af- ter adoption. The agenda for the Jan. 25 meeting is scheduled to be posted today.
