COTTAGE GROVE SENTINEL • JANUARY 16, 2019 • Rumor from A1 9A Lane Electric General Manager resigns a good time and it was on the list to get done.” Th e decision by the Ninth Circuit Court of Appeals has increased the number of homeless individuals sleep- ing on the streets in several areas around the country but according to Cottage Grove Police Chief Scott Shepherd, no such increase has been detected in Cottage Grove. Individuals sleeping on public property are permit- ted to do so under the de- cision if the municipality in question does not have an alternative such as a home- less camp or shelter. Cot- tage Grove currently has no shelter within its boundar- ies and Beds for Freezing Nights—a non-profi t that provides overnight shelter to homeless individuals— does not qualify because it is Lane Electric Cooperative General Manag- er Matt Michel announced today that he would re- sign his position to spend more time with family and pursue other opportunities. “It has been a privilege and my honor to serve Lane Electric Co-op members over the last four years,” says Michel. “Working with the dedicated employ- ees at Lane Electric has been inspiring, and partnering with the Board of Directors to serve our communities was a very rewarding experi- ence.” Michel was hired as general manager of Lane Electric Cooperative in October 2014. Previously, he served Canby Utility in Canby, Oregon for six years, including four as general manager. “We thank Matt for his service to Lane Electric and wish him the very best,” says the court ruling would per- mit homeless individuals to remain camping in the parks past 10 p.m. because the city had no alternative location. Adhering to the court ruling may not necessarily mean constructing a home- less camp. According to the city, it may be able to alter the operational hours of city parks or create a space that allows individuals to sleep not open on a regular basis. Th e operation only opens on nights when the temperature is set to fall below 29 degrees within the city. “We’re trying to protect our parks,” Meyers previous- ly told Th e Sentinel. Current- ly, city parks close at 10 p.m. for all residents. However, Meyers said the city was consulting with its attorneys to decipher whether or not there during certain hours but not set up camp. “It’s kind of how we’re al- ready doing it with the RVs,” Meyers said. “We have about eight RV homeless people, they’re not homeless be- cause their homes are on wheels, but they’re parking in our lots or on the street. Th ey can park there until the park closes at 10 and then them have to go somewhere. Debi is a 20-year management employee of Lane Electric, and the board has every confi dence in her ability to guide the Co- op through the transition.” Th e board will announce the search and selection process for General Manager at a later date. So, what’s happening is around 9:30, they move out onto the street and stay there for a day and move to a park or move to another location and as long as they’re doing that, that’s fi ne.” Meyers also said any loca- tion that was designated for homeless individuals would be carefully considered so as not to provide space for a default homeless camp. If the city were to provide a space adjacent to a wooded area, for example, once the designated location closed for the day, individuals could simply move into the wood- ed area and set up camp. Th e court decision did al- low cities to continue to cite homeless individuals for vi- olating other city ordinances such as littering or starting a fi re outside of burn season. Th e issue was originally raised when councilor Fleck inquired as to the decision aft er former councilor Garland Burback was not appointed to the commis- sion despite having years of experience. Fleck later clarifi ed that he was not questioning Boone, Ervin or the committee's decision, but had been curious as to the thought process behind it. Mayor Jeff Gowing noted that the board had oft en made decisions based on the interview. "Th ere have been people and you think why they didn't get on when they have the experience but they didn't give the best in- terview and not being in the room, I rely on the council- ors who were," he said. City Manager Richard Meyers informed councilors that additional administra- tive reports would be insti- tuted to ensure the current planning commission had a support system.
