Supportive housing is most helpful to people who are homeless or otherwise unstably housed, experience multiple barriers to hous- ing (such as mental illness, substance abuse or chronic health issues), and are un- able to maintain housing stability without supportive services. Th is model has been shown to not only impact housing status, but also, re- sult in cost savings to vari- ous public service systems, including health care. An information session for interested parties is scheduled for Monday, Oct. 22, at 3:30 p.m. in room 530 of the Charnelton building in Eugene located at 151 W. 7th Ave. Th e Housing Improve- ment Plan (HIP) fund was established as part of the County Administrator's pro- posed budget for the current fi scal year. Its purpose is to provide fi nancial incentive to build a community eff ort to create more permanent supportive housing. Th e deadline to submit an application is December 3 with anticipated selection of projects in late January 2019. Some of the criteria that will be used to evaluate ap- plications includes the qual- ifi cations of the developer and operational manager, the number of units includ- ed in the proposed proj- ect, identifi ed non-County funding for ongoing oper- ating costs, community and neighborhood support for the project, and others.
