His wife made it offi cial in front of the Cottage Grove City Council by pinning the offi cer who has been with the department for six years and is a native Oregonian as well as a former University of Oregon football player and airforce veteran. While local government is exploring housing options, po- tential renters still fi nd them- selves either priced out of Cot- tage Grove or unable to fi nd a rental despite having the funds to sign a lease. “The lower priced rentals go fast,” Hemmingway said, “They’re gone before we adver- tise them.” It’s not surprising, given that the average income in Cottage Grove according to the latest Census data is approx- imately $38,000 per year, that rent continues to move out of reach. Renters with Section 8 and other HUD vouchers face ad- ditional obstacles to fi nding a place to live. Subsidized hous- ing is subject to inspections and if landlords do not meet those requirements, renters cannot use their vouchers at those lo- cations. While it hasn’t happened of- ten, Fleck said there have been one or two times when his agen- cy has funds to assist a client with housing but are unable to fi nd an available unit. Likewise, the South Lane School District has spoken openly about newly hired teachers being unable to fi nd housing in the area. Currently, Hayden Homes is building a development on Hwy. 99 beside the fi re station that is expected to rent the units within the price range that al- ready exists in Cottage Grove. It’s a common theme in the city. “A lot of owners will want theirs (rentals) to keep up with the Joneses so they’ll raise them (the prices) to keep up with what they see,” Hemmingway said, noting he had inquires ev- ery day from people looking to rent. The local Cottage Village Co- alition is working with Square- One in Eugene to construct Cottage Village—a 13-home community that consists of tiny houses. That development, however, is meant for individ- uals in danger of becoming homeless or those who live on a fi xed income.
