NOTICE OF HEARING before the
Board of Directors for Lane Regional
Air Protection Agency Rules and
Regulations Revision of LRAPA Title
44 and 46
Summary of proposed rulemaking:
LRAPA proposes to adopt new and
amended federal air quality regulations.
This includes adopting:
• New federal standards for boilers and
process heaters, stationary internal
combustion engines, nitric acid plants,
and crude oil and natural gas production,
transmission and distribution.
• Newly amended federal standards
The proposal includes revising previously
adopted federal standards for internal
combustion engines that LRAPA authority
would only be delegated from EPA for
those applicable sources required to have
an Air Contaminant Discharge Permit
(ACDP) or Title V Operating Permit.
LRAPA also proposes to repeal the
sections in LRAPA’s title 44 pertaining
to Compliance Extensions for Early
Reductions and Accidental Release
Prevention, and instead adopting those
by reference from the federal versions of
those rules/programs.
The draft also adds an annual reporting
requirement to the sections pertaining to
Gasoline Dispensing Facilities (GDFs).
WHO IS AFFECTED: Anyone who is
subject to LRAPA Permitting Rules
PUBLIC HEARING:
Location: LRAPA Meeting Room
1010 Main Street

NOTICE OF HEARING before the
Board of Directors for Lane Regional
Air Protection Agency Rules and
Regulations Modifi cation of LRAPA
Title 15, Enforcement Procedure and
Civil Penalties
Summary of proposed rulemaking:
Amend LRAPA Title 15 to replace the civil
penalty fi ne amounts that are currently
in Title 15 with the civil penalty amounts
adopted by EQC and are current in
OAR 340, Division 12, to be used when
calculating civil penalties. This fi rst part
should be done because LRAPA does
not have authority to establish penalty
schedules – the legislature delegated that
to the EQC. Currently, LRAPA’s penalty
matrices are different from the DEQ’s.
The other changes include updates and
corrections to make Title 15 in harmony
with OAR 340, Division 12.
WHO IS AFFECTED: Anyone who is
subject to LRAPA Rules

HOROSCOPE
ARIES – Mar 21/Apr 20
You are extra motivated to explore new
opportunities this week, Aries. Bring along a
trusted advisor who can steer you in the right
direction if you have questions.
GEMINI – May 22/Jun 21
Gemini, avoid overindulging this week.
Even though it may seem like you can never
get enough, over time something special may
lose its spark. Practice moderation, instead.
LEO – Jul 23/Aug 23
Leo, you may be compelled to get more
involved in your community or a volunteer
project this week. A desire to give something
back propels your actions.
LIBRA – Sept 23/Oct 23
Libra, this week presents opportunities to
help people or even animals in need. If ever
there was a time to take up a cause, now is it.
You have plenty of extra time to lend a hand.
SAGITTARIUS – Nov 23/Dec 21
Sagittarius, you will enjoy downtime much
more after you complete an important task
and feel a sense of accomplishment. Rest
may still be a few days away, so be patient.
AQUARIUS – Jan 21/Feb 18
Relationships are very important this week,
Aquarius. Nurture both the personal and
professional relationships that you want to
grow, and you will be happy you did.
TAURUS – Apr 21/May 21
It is very important to fi nd balance, Taurus.
Many activities are coming up, and you have
to fi gure out a way to juggle them all. This
will take some creativity.
CANCER – Jun 22/Jul 22
Cancer, everything will work out the way it
should if you keep a smile on your face this
week and continue with the status quo. Soon
you can shake things up.
VIRGO – Aug 24/Sept 22
You have a soft spot for underdogs this week,
Virgo. Anyone who seems to be struggling
will have your attention, and you will offer
to lend a hand.
SCORPIO – Oct 24/Nov 22
Scorpio, you may fi nd yourself waking up
extra early just to accomplish everything you
need to get done. Try not to burn the candle
at both ends for too long.
CAPRICORN – Dec 22/Jan 20
Capricorn, things may be a little confusing
of late, but you will fi nd a clear path to get
things done. Ask a friend or colleague to lend
a helping hand if things get too hectic.
PISCES – Feb 19/Mar 20
Pisces, the earlier half of the week may be
hectic, but things will return to an even keel
as the days press on.
