Pat Patterson’s love of the outdoors has taken him to more than his share of out- of-the-way campsites. But one of his latests jaunts makes “out of the way” seem like an understatement. The Cottage Grove city councilman and longtime scout leader traveled halfway around the world this summer as part of a team of American scouters invited to help promote the scouting in the former Soviet Union. And while some American scouters spent hours in meetings on how to organize, fund and administer scout programs, Pat- terson pulled a plum assignment: Working directly with the Siberian Scouts on the shores of Lake Baikal. The theme was “Building Bridges – Working Together,” which was refl ected throughout the conference. Reports from both State Military and Emergency Management Departments were presented. Keynote speakers in- cluded Jan McInnis, who spoke on fi nding the funny in change, focusing on how to defuse ten- sion in stressful situations; Bill Steele spoke on Earthquake Early Warning systems being developed by the University of Washington; Laurie Holien gave an update on Cascadia; and Laurence Gonzales, author of “Deep Survival,” spoke on how to bring the principals of survival to help face adversity, to manage risk and enhance decision making. Workshops included topics on Fall-Winter Weather Outlook for 2015-16; Freight Rail Emergency Re- sponse/Hazard Mat; Personal Belongings Reunifi cation – the SRT 530 Slide Experience; and developing fi eld response teams for Public Health. Schesser was also recognized for his 15 years of participation in OEMA. Oregon Water Utilities Council @ Cottage-Grove-Sentinel the monthly meeting of the Oregon Water Utilities Coun- cil (OWUC) in Bend. OWUC represents the interests of water utilities around the State in leg- islative, legal, regulatory, and policy matters. OWUC has also been at the forefront of issues surrounding the Willamette Reservoir Study and the proposed allocation of water rights, from excess stored water, to municipal use. It is important for Cottage Grove to stay abreast of these issues as we plan for future water devel- opment needs. Saddle span disassembled The saddle span that has graced Bohemia Park this past summer and was the venue for several concerts in the park was disassembled last week for winter storage. Last year, Public Works acquired a large box trailer, which is used to store the cover material, support poles and security cameras. The trailer is parked at the City Shop over the winter months, and the saddle span will be reassembled next spring for the 2016 con- certs in the park series and other activities. Cancel if RAIN. “They were up doing those meetings eight hours a day while were out singing songs and having fun with the kids.” Patterson spoke virtually no Russian and few of the Siberians spoke English, but communication was easy. “I didn’t have any problem,” said Patter- son, “kids are kids.” But getting there was another matter. Siberia has no integrated highway system, which leaves travelers little choice but to ride the Trans-Siberian Railway or fl y. And Flying in the former Soviet Union can be a hair-raising experience. “When we landed in Omsk, there were all these planes sitting there with their cowl- ings pulled off,” said Patterson. 82019 Sept. 21 5A
