Oranta Pass.-—Tha Grants Pass can­
nery. which has not been operated for
the past four years, la to be opened
again this season through the efforts
of members of the grunge. The can­
nery wus first built and operated one
season by a stock company, but later
the establishment passed Into the
hands of the First National bank,
since which time Its doors have been
closed.
A cooperative company Is how being
organized, however, stock to be taken
by grange members, nnd a competent
cannery man will be put In charge.
The plant la one of the most complete
In western Oregon, being equipped for
both canning and preserving all kinds
of fruits and vegetables, as well as
having a vinegar factory and spray
factory In connection.

new organization which has been or­
ganized for the purpose of establish­

Monmouth report great success this
winter In catching skunks, muskrats

A Mexican who was being taken to
the penitentiary at Salem from Coos
county by Sheriff Gaga, and who es­

J. F Goeller & Son. of Klamath
Falls, have taken a contract to cut,
mill and ship about 3,000,660 feet of
timber, near the Meadow Lake mill.
They will ahlp to Hugh McGuyer end
associates and will put a large force
of men to felling the timber at once.
They expect to finish the work Inside
of four months.
The city of Grants Pass Is consider­
ing the erection of a library to cost
$12.600. The proposition comes from
the Carnegie Library corporation of
New York. It Is probable that an
amendment will be made to the char­
ter and the people given an opportuni­
ty to express themselves on the sub­
ject at the polls.
The office of the Elmlrm Lumber
company In Eugene was broken Into
and the safe blown up. The men se­
cured $30 In cash and left several
hundred dollars In checks strewn over
the floor. The outer door of the safe
hnd been left unlocked and the bur­
glars blew out the Inner door with
nitroglycerine, making a pocket of
chewing gum.

Halem—Notwithstanding It had been
rumored thut Governor West was us­
ing his Influence among his friends
lu the legislature to prevent a quor­
um when the legislature reconvened
Tuesday, Haturday evening he Issued
a signed statement, urging members
of tbe legislature, regardless of their
views as to the wisdom of holding
over unother week, to return to Halem.
Failure to return and adjourn In
the ordinary way, It waa believed by
many, would cast grave doubt upon
the validity of laws passed, especially
those which did not carry an emer­
gency clause. Most of the Important
legislation enacted did not have the
emergency clause attached. Home of
the leading lawyers of the state held
that should a quorum fail to appear
no final adjournment could be taken,
hence the laws would fall, because
they could uot become effective at
the end of the 80 days provided by
law.
The governor’s statement to the
members says:
“ It appearing that a grave question
has arisen as to the validity of certain
measures passed at the recent session
of the legislature should that body
fall to meet again on March 4 and
adjourn sine die, 1 earnestly hope that
each and every member will report
at the appointed hour In order that all
unfinished business may be given pro­
per attention, and by adjourning sine
die leave no doubt as to the validity
of the measures already passed. To
those good friends who have stood
by me in the fight during the recent
session I make this a personal appeal."
Thla statement on the face of it is
taken as a denial that the executive
has been calling on his lieutenants in
tbe legislature to submit their resig
nations that a quorum might not be
present
When asked as to this particular
feature the governor merely referred
to the statement which he issued.
By this move in Joining with Presi­
dent Malarkey and Speaker McArthur
In urging a quorum to be present, u
quorum was assured.
That the quorum would be present
has been Insisted by organization lead­
ers ever since the legislature took Its
adjournment, but some of the minori­
ty members have been reported mak­
ing frantic efforts to head off such a
session.

Appropriations are $5,151,225.25.
In the final semi-official check on
appropriations made by James E. Al­
lison, warrant clerk of the secretary
of state's office, and Frank K. Lovell,
clerk of tbe ways and means commit­
tee, which shows that the total ap­
propriations of the present legislative
assembly amount to $5,151,225.25.
Taking Into consideration the fact
that this session asked practically for
$9,000.000, with an estimate exclusive
of continuing and outside appropria­
tions of $8.437,819.07, the ways and
means committees slushed to the fatal
finish and allowed only appropriations
for sheer necessities.
27th Really $4,000,000 Assembly.
This means that the 27th legislative
assembly may be branded as only a
$4,000.000 legislature. The assembly
of two years ago made total appro­
priations amounting to $4.993,995. This
legislature can shave from the one of
two years ago practically $1,000.000 In
actual money expended and still stand
In the supreme attitude of having of­
fered the best services for the money
Invested of any legislature extant in
this state, according to those who
have closely followed the situation.
For Instance, this legislature ap­
propriated $450,000 for the rejuvena­
tion of the Columbia Southern Irrlga-
tfcn project. This appropriation will
be paid back dollar for dollar Into the
state treasury.
Entire Cost Totals $6,220,225.75.
The entire cost to the state In fig­
ures, which do not take Into account
what will come back to the state, but
to take Into account the continuing
annual Appropriations of prior ses­
sions for the next biennial period, will
be $6,220.926.76.
While the figures here given do not
show conclusively or finally the offi­
cial estimate of the appropriations of
this session, they are so nearly cor­
rect as to vary but a few hundreds of
dollars In one direction or another.
Governor Files Exposition Bill.
The frtvernor vetoed the Rogue riv­
er fishing bill and the bill allowing
voters to vote for all candidates as
delegates to national conventions or
presidential electors, but did the un­
expected In filing the Panama-Paotflc
Exposition appropriation bill.
It was believed that the Panama-
Pacific Exposition appropriation bill
would be vetoed by the executive, but
Instead he Issued a statemsnt explain­
ing his reasons tor filing It and de­
claring that he will not participate In
any manner In selecting the commie
slon to expend the money and thus
will not be visited with the responsi­
bilities which will attach to naming
such a commission.
