voe Vremya says today: The voice
of the nation should give answer to
the penna talk current abroad, in
order that the world may undor
stand once anil for all Russia's po­
sition. and that the idea of ending
the war at this juncture is abhoreut
to the Russian people. The Em-
porer should consult the representa­
tive of the land, aa his predecessors
did before the day* of John the Ter­
rible.
