NEWS CITY TIKES OVER PUBLIC LIBRARY ACCEPTS TENDER FROM, LADIES IMPROVEMENT LEAGUE '2 MILL FOR SUPPORT. At a called meeting of the city council Wednesday night, January 18, dt was moved and carried that the city accept the tender of the library by the Ladies Improvement, league, and Install a free library for the use of the public. The report of Boehmer and pace, auditors of the city accounts, was approved; filed and ordered publish ed. It la found elsewhere lni this paper. The city attorney was directed to prepare an ordinance relating to rates, rules and regulations of the city's water system. F Meredith. The witnesses were ex-Sheriff J. M. Blake! y and Mie Carmen Clark, cousin of, .the groom. The couple left on the morn ing train for outside points, expect ing to be gone about a weak, when hey will return and make their home at Wallowa. Editor: When In the administra tion of Justice, where a crime baa been committed against the peace and dignity of the State, and ithe State has brought the offender justice, and the Jury and & large number of the largest taxpayers in the county where the offense was committed ask for pardon or parole the executive head of the state Is then expected to carefully .weigh, the matter before him and use discretion ary Judgment in his disposal of the matter. But where a heinous crime has been committed, (he offender brought to Justice and the executive con spires to and does release) the; offend er without the consent or even, know ledge of the taxpayers or officers (save perhaps the District Attorney) of the county where the crime was committed and who bore the burden of the courts to bring such crimin al to Justice, is a disgrace to any state and will make the people say with one of old: "On what ha this our Caesar feasted that he has grown so greatT" The greater part of our people wish to be law-abiding citizens but such procedure as the above mentioned is planting the germs that will grow Into conditions that will recognize "Judge Lynch" as the onlyi means of dealing with men who revel lnj death agonies or gloat over the bodies of their brother men. There always has been and per haps always will be a criminal ele ment among the people. When such learn that they can kill Indiscrimin ately and if apprehended and con victed that only a short time ,will lapse till they will be set free, they will feel but little restraint and neither life nor property will be se cure. Bob Wright, who accompanied the Gaskili & True shipment of horses to Portland, was on Monday's train returning home. He say there no truth In the rumor that the hor es were held up in the Portland yards on account of the corot care, ( JACOB BOY DIES OF BLOOD POISONING EFFORT TO SAVE HIM BY AMPU TATION OF LEG 13 UNAVAILING. Fred Jacob, the 19 year oldi boy shot lni the leg by AWln Harris of Lostlne, and who was sent to the La Grande hospital last Tuesday by the county court, died that same ev ening about 6 o'clock, shortly after his leg ,was amputated near the body. He is survived by his moth er, three sisters and a brother, the mother and little boy residing In Lostlne in destitute circumstances. The girls are in the Portland Boys and Girls AM Society home. The father deserted the family about a year ago and his whereabouts are unknown. The body was burled' in the La Grande cemetery. Th good peo ple of Lostlne made up a purse and sent the mother out to the funer al. Harris l& still out on a $10001 bond. ARRE8TED FOR PASSING FIVE W0RTHLE33 CHECK8. Sheriff Marvin went; to MLnam Sun day and arrested one Frank Mays, accused of passing bad checks. He was brought up on the afternoon train and lodged In Jail. Mays has been working la various logging camps and coming to Wal lowa for his sprees, In the course of. which the bad paper was given. He Is alleged to have Induced A. J. Pipes to cash two checks, and Wolfe Bros, one check, all amount- Ing to $36. The postmaster at) Mln am also cashed two for $10 each. Three of the checks were on the Latdlow Savings Bank and Trust Company" and two on a Minnesota bank. The checks were signed! F. H. Marlon Com ins up on the train Sunday, the man told Sheriff Marvin that his name was Frank Mays. After wards he said F. H. Marlon, was his wife's name and that he was auth orized to sign ber name.
