Proposal to Begin With Wool Sohed ule Not Pleasing. Washington. Although the Senate Is praotloally agreed, to all outward appearances, that the tariff ought to be revised schedule by schedule, there will be no revision this season. There are numerous reasons why this Is so, but Senator Heyburn, of Idaho, is opposed to any modification of the Payne-Aldrlch bill this winter, and that reason alone Is sufficient to pre vent legislation. So great are the filibustering abili ties of the senior Senator from Idaho that the Senate will not seriously at tempt to pass any kind of a tariff bill in tbe limited time now at Its disposal.
