Taft's. method of meeting the situa tion with Aldrlcb lu saddle In the sen ate and Cannon In the bouse may bare significance which does not appear on the surface. Critics are inclined to think that the president Is too easy going; or possibly too wily to war against intrenched power. But be may be a reformer shooting with a long bow. ... Cannon and Aldrlcbnre factors In a system. They are where they tire and what they nre because tbe prople have chosen that it shall be so. Tbe people responsible might plead that they didn't mean it To a mind like Tuft's this argument can have no weight. They should know what they want and know bow to get it Cannon and Al drlcb are representatives regularly cho sen. Tbe president cannot go behind tbe returns and look Into the creden tials of a senator or congressman. If a "system" thwarts the popular will It Is for the electorate to sinusb the sys tem and not ask an overworked execu tive to save them from themselves. ; Reports from the Panama cannl for last month Indicate that our men have been making tbe dirt By while the sun bines In the dry season. Tbe opinion of M. Louis Paulban concerning Americans and the law of the land is not unprintable, but it is unmallabie. Minister Calhoun succeeded in sail ing for Chjua without being recalled a single time. As Roosevelt wait to land until after tbe house bunting season is over, his distinction us the mightiest hunter la safe, t There'll be a "comet bat" of course, and wearers must be going some Id order to keep the tall on the level. One drawback about an early spring Is that few take the signs seriously and get to work. 1 Although Weston has been breaking all walking records on his bike from Los Angeles, to ward New York, he's not timing to be the walking delegate of the nation simply proving the gen eral utility of Shunks' mare. Secretary Balllnger no doubt wel comes the public forgetfuluess of bis own troubles brought about by those of Uncle Joe. ; Some one is surety keeping tabs on Panama cauul progress meanwhile, but with the general public tbe great uu- dortuklug was only a matter of nine ' 1jr''lntpi-wt 1 ampl. Former Vice President Fairbanks promptly held up to ridicule tbe au thors of war rumors w ben he returned from bis globe- encircling tour. Thu Jingoes who advance these rumors, br says, are neither wise nor patriotic. Referring particularly to Japan and this country. Mr. Fairbanks sees not a cloud upon tbe horizon between these two nations.. The people of this country are well aware that there Is no ill will here against Japan. For the trutb abour Japan's attitude we must look to cool and observant Americans who have first bund knowledge of tbe situation In the far east Japan's own protest of friendliness may or may not be sin cere. But the facts cannot well be dis guised with tbe door of travel open and capable minds reading the signs of tbe times on the spot A cltizon of Wallowa haa proposed to the editor of the Sum that a five mill tax bo levied . as a bonus to lie paid to manufacturing enter prises, located In that town. The Canadians beat that with the exemp tion of such enterprises fronr taxa tion on buildings and machinery. Thl? muse involve trie creation or a new town official, "the man blgber .up." The main thing in the way of that Bourbon duke who wants to be king of France Is that there, is no Frunce wanting a king just now Pittsburg grew restive when Phila delphia hogged tbe limelight with a car strike and Just bud to get up an other graft sensation. There Li no more reason to fight Ja pan for tbe control of the Pacific than tbero I to fight England for the con trol of the Atlnntlc. If that Frenchman Paulban doesn't like these attachments of his outfit undur American laws be has only to keep ou flying.. , Ex-Vice President Fairbanks upheld the true national dignity abroad quite as well as the next one. At last Carnegie has struck tbe royal toad to poverty. He will finance a big dully newspaper. Many of the aeroplanes are now tak ing the sir in court, a sort of second ary tryout. Mr. Norris of Nebraska has suc ceeded In winning the bubble reputa tion at the Cannon's mouth. Roosevelt will "hit the line hard." People not rendy for the shock should bnul In their lines.
