President Roose velt's recent action In putting a large number of postmasters In the middle west under the civil service rules has removed much of the patronage of1 the office, and It Is understood that Presi dent Taft will extend the list, particu larly among postmastershlps In the south. P. C. KKOX. URISPRUDENCE and legal caliber seem likely to be strongly promi nent lu the ' ad i ?rs-. n ministration of President Elect William H. Taft. His cabinet Is be ing formed large ly with the ad vice of Philander Chase Knox, emi nent as constitu tional lawyer and at present sena tor from Pennsyl vania, but the prospective sec retary of state and bead of the cabinet. It Is com mented upon as a singular coinci dence that Judge Taft, who Is such a big man, should havechc&en such a small one as Mr. Knox as the right band man of his administration. The two men afford a striking contrast ir. physique, though as to brain capacity they are perhaps very nearly on a par Mr. Knox Is one of the smallest men In the senate, he and Mr. La Follctte of Wisconsin being rivals for honors In that direction. But he is big men tally, and his friends rail him the Lit tie Giant Although undersized, the next sec retary of state is muscular and strong for his weight He lives much in the open, walks much and, like bis friend, the next president. Is a devotee of golf As a member of the Castnlia Fishing club Mr. Knox spends weeks every summer on its reservation near San dusky, O. He carries bis work with , him there, and some of his most volu minous and able legal papers have been prepared In Its clubhouse. Not a little comment has occurred over the case of Frederick A. Wallls, who was appointed by Governor Hughes of New York to the post of superintendent of Insurance of the state. This office has a national scope because of the location of so many of the big Insurance companies in New York city. After the governor bad sent the name of Mr. Wallis to the legislature for con firmation Senator Grady of New York city Introduced a resolution calling upon the acting su perintendent of in surance to furnish the senate with au thenticated copies of correspondence "bringing to the at tention of the department or dealing with any complaint as to the rebating of insurance premiums or any vlola tlon of the Insurance law in which the Home Life Insurance company or any of Its agents or officers, and particular ly Frederick A. Wallls, were Involved." Mr. Wallls requested the governor to withdraw bis name, which was done.
