THE COURT HOUSE 8ITE. It is peculiar law that the donors of a block dedicated to public use together with the municipality ant the county, the official representa tion of that public, cannot changi the manner in which the public ma) reap the benefit of that public use yet according to eminent legal auth orlty, consulted by our county court that Is beyond any question the law In Oregon. With not even a bare possibility of doubt In regard to the alienability of the public square, the court wl! have the united support of all whi voted to settle the county seat ques tion, In Us determination to go ahead with building the court house on tht site that la probably the choice- o the majority of the people of the county anyway. There can be no more question o' the good faith of the members o the court or of the people of Enter prise than there Is of the imposal blllty of sale of the square. Tw( of the three members of the court would sell the square and seek an other site for the courthouse, wen that possible,' There Is only one ob stacle to the sale of the square, bu that, In the unanimous opinion o several eminent lawyers, la unsur moun table; Is not of Enterprise's do lug In any way and was not though of when the offer to buy was made And It Is not In Enterprise's powei to remove, nor In the power of any persons or body not even the legis lature. According, to the law as laid dowr by the Oregon Supreme court In t number of cases, the original dedl cation , can never be set aside oi changed; the last deed to that plo of ground that can be made legally, has been made. While this wl'l be a disappoint ment to a number of people In this county, Including not a few In Enter prise, there Is no need for division oi strife. The square is an Ideal site and Is nearer the depot than any other probable site would be, thui giving time for people In the north end of the valley to transact theli business between trains. There U ubRolutely nothing to be gained b; wrangling over the inevitable, except to renew the county seat' scrap. STRUGGLE FOR PUBLICITY. There are seven presidential tick ets in the field count 'era: Re publican, Democratic, Socialist, Pro hlbltlon, Socialist-Labor, Independ ence and Populist. The two Dills Taft and Bryan- have no trouble In keeping before the public eye, by virtue of bel.'is nominees of tho big parties and by virtue of their barrels, or more or less plethoric size, but the othei candidates are having a hard time In their struggle for publicity. The Socialist-Labor party tried the shrewd scheme of nominating a man for president who is In the Nevada penitentiary under sentence of death and reaped the reward of black head lines on the first page for at least one day. ' That's the last heard of hlra or them. Debs, candldata of the regular So clallst party, li aa Indefatigable speaker and also has the boost o. the Socialist, papers of wide clrcula tion. The Independence candidate jf course relies upon the Hearst pa )ers tokeep his name from being for gotten, as the Independence party is jlmply a creation of W. R. Hearst Tom Watson has a magazine tc boost for the Populists and their bril liant leader. The Prohibitionists are usually adly handicapped In the struggle or publicity, as their papers are tot widely read and their candidate Heretofore has been a "dead one.' n press agent's parlance. But thlt ear they seem to have hit upon t eal, live, flesh and blood fellow ho overlooks no opportunity to ge lis name In print. He got on th lrlng line during the race riot a Jprlngfleld, 111., last week and wai hot' in the arm. That's a stunt worthy of the press agent of Lllllar lussell. We predict that fellow wll ie better known by November that '.ny Prohibition candidate since St ohn aroused the ire of Republl ;ans by getting enough votes to ac ompllsh the defeat of Blaine lc 1884. There is every indication of activ ity in the mining industry of Wal Iowa county when the railroad i sompleted. If the hopes and faltl of many good mining men are no misplaced, there are mines in tb mountains to the south and south sast of Enterprise that only awal transportation facilities to becomt producers. If this proves true, it wil mean much more than can be fore told for the prosperity and develop ment of the county in general, ant particularly for the south end. Jo leph, being nearest the mines wll probably reap the greatest dlrec benefit of any of the towns, but ev erybody will share, Including th( farmers, who will have home ' mar kets, at big prices, for all the pro duce, butter, eggs, poultry and frul they can raise. The cattlemen will have a gooc year. The cattle on the ranges are reported as being in prime condition and a larger number of both steen and fat cows will be marketed tha' usual in Wallowa county. The prlc Is good with every prospect of con tlnuing high figures this fall. It wat estimated last fall that over 3001 head would be sold and bring in r total of close to $100,000, but th panic stopped the deliveries an many hundred head were turnec back on the range. These will b marketed this fall in addition to th normal crop, so it Is safe to estlm ate that Wallowa county cattle wll' bring in over J150.000 in monej this season. This will be a big fac tor In making good times in Wallowa county. Is Oregon about to enter upon ai era of railroad construction to the neglected parts of this state T Gov ernor Chamberlain, returned from an Interview with Harriman at Pellcar Lodge, speaks optimistically of the railroad king's intentions. "Ground will be broken for a railroad to Cen tral Oregon Just as soon as the route can be determined, probably within 60 days." That sounds splen didly. It ought not to take long tc determine a route. There's no dan ger of getting too close to some oth er road. A section of territory ae large aa the state of Indiana and oi vast natural resources lies un touched, waiting the magic of the iron horse to blossom as the rose T. T. Geer, whom the people o Oregon honored by electing him governor of this state, is now ad vising the statement No. 1 Republi can members of the legislature tc dishonor themselves and flaunt the people who elected them, by either refusing to vote for the people'! choice for United States senator, oi resign. Geer is like the "friend" ap pealed to by the despondent man and whose advice was to put hit property in his wife's name and thus prevent the collection of honest debts, or to commit suicide. Prosperity has surely returned. The city papers teem with advertise menu of mining and oil stock foi sale, and Thomas Lawson is again spending money In booming his pet stocks Good roads discriminate agalns. nobody and no section, but there can be partiality to sections shown In providing good roads. Let nc community oppose Its neighbor's ef fort to secure better roads to mar ket, lest in time t3 come that neigh bor will in turn block your hope. Portland is destined to become the greatest manufacturing center wes. of the Rocky mountains. And ae manufacturing is the greatest multl plyer of population, the Oregon me tropolls is also destined to be the largest city of the coast. , The murder of Annis by Captain Halns and his brother, was, by the newspaper accounts, deliberate am cold-blooded. It is to be hoped the country is spared a repetition of the Thaw trial In all its nastiness, and its travesty of Justice. PROMISE RAILROADS FOR CENTRAL OREGON Portland. Ore.. Aug. 22. Harriman will build at once a road across cen ral Oregon and 'also a road soutb rom the Columbia river, . probably ip the Des Chutes river, to a point .n central Oregon, where such a road would cut the proposed line running aast and west. This Is a statement nade by Governor Chamberlain, whe returned today from a visit to Harrl nan at Klamath lake. I think I can xssure you ground will be broken within sixty days." Good Roads in 100 Words. Hon. Wilbur K. Newell, preldent f the Oregon State Board of Horti aulture, and equally well known in Washington, has, at the request ol he Oregon Development league, con lensed his Ideas on Oood Roads into )ne hundred words, and they tell the Hory: .; -. "Bad roads nullify advertising, re pel immigration, increase cost of llv ing, render the automobile useless and will deprive the farmer of rural free delivery.
