SHEEPMEN PROTEST ADVANCE PAYMENT Continued from first page field, John-ion )nnd Ragsdale, during which the follow iug points were brought out : Range rates, now excessive, are increasing. , , Rates are 16 cents for eight months, and same price for a year: Ko county has so much open bunch grass country in the reserve as has Wallowa. Stockmen in Wallowa pay far more in dues, than the cost of conserving the fofes reserves they use. The sur plus goes to other states. Wallowa county sheep are now and ever have been free front scab and other diseases. After the appointment of Messrs. Falconer, Beith . and ' Johnson as a committee on resolutions the meeting adjourned for dinner. There was even a larger number present in the after noon. The committee reported the fol lowing t i Eesolutiom: Mr. Chairman: We your committee on resolutions submit the following for your consideration : Eelieving that the Department of Forestry which has in charge the super vision of the public range, is ready and anxious at all times to learn the wishes of the stockmen and to know of any in justice worked upon'them by reason of any rule and regulations in force by fthe department, and believing that the department is quick to remedy any such rule or regulation which will not work permanent injury to the purpose of the Federal control of the forests, and Whereas, the said Forestry depart ment rents the ranee in use by the Wallowa county sheepmen at 16c per head by the year , and Whereas, there will be 125,000 head of sheep from Wallowa county on the reserve the coming year, and Whereas, to pay the assessment on the number of sheep it will take $14,000 cash from the sheepmen at a time, April 15th, when the sheepraiser needs his ready money for lambing and other purposes, and at a time that under or dinary conditions, money is scarce with sheepmen, especially in Wallowa coun ty, essentially a stock country, and where the greater part of the money in circulation is the produce of the stock buhiness, and Whereas, there is a money panlo of no small moment prevalent in all parts of the United States, and Whereas, in view of the , aforesaid conditions it will bo almost impossible for the sheepmen to pay the assess ments due April 15th, and W hereas, the inability of the hep men in Wallowa county to pay the a66esfments the coming season at the time they become due will deprive 125,- 000 sheep of range and result in great loss not only to tiie sheepmen but to tlje community at large, therefore be it Resolved, that this association request the Department of Forestry to change the time of payment of fees from the aforesaid date to August 1st, the latter date being at a time when the sheep men will have realized from the wool clip. - And whereas, the fee of 16c per head assessed against sheepmen of Wallowa county, Oregon, is excessive and dis criminating, and unfair as compared with the fee assessed against cattle and horsemen, therefore, be it further Resolved, that the Department be re quested to reduce the fee (assessed against sheepmen to a more equitable basis. Be it further , Resolved, that the Department be re quested to compel the. cattlemen to keep their cattle on their own allot ment, and that as fast as practical tiiat that the Department establish and maintain drift fences to accomplish that end. Be it furth $ Resolved, that cattle shall not be a' lowed (except ou mutual range) to drift from their summer and fall rangi over the sheep ranee in going to their winter range, aud that they be required to drive their stock to range under ti e same restrictions that are applied to heepmen in going to and from their raifge. The Association took further actfon as follows: That the present bounty cf 1 1 50 on all coyotes killed south of Orande Rondo river in Wallowa county, be extended from Nov. 15, 1907, to August 1, 1903, and that all warrants be made payable on and after August 1, 1908, and that an assessment of 3o per head be made on all sheep in Wal lowa county. They also appointed a committee to call upon the county court for the purpose of securing ap propriation of sufficient amount to raise the bounty from f 1.50 to $2.00 per head. The sheepmen believe they are entitled to this in view of the fact that a large amount of money at one time was paid into the county treasury for the "p ur pose of destroying coyotes but was never paid out for that purpose. On motion, President Dobbin was authorized to appoint an advisory board of five members to represent the associ ation in matters before the forestry office. Jay H. Dobbin was re-elected presi dent, W. H. Graves vice president, Thomas Morgan secretary, and Will Stickney treasurer. Join State Association. Twenty-two joined the state associ ation, each paying $2 yearly dues, and an assessment of $ 2 per thousand sheep sheared last June.
