To construct, ejulp, own and op erate an electric railroad from Troy to where the south line of town ship S south, range 44, crosses Hur ricane creek (12 miles south and two west of Enterprise) Is one of the 14 objects set forth In the ar ticles of Incorporation of The Troy Mercantile, Milling and Power com pany, filed Thursday in the county clerk's ofTice. Select 320 Acre Homestead Land Secretary Ballinjer Include Over . Seven Million Acres Of Oregon Land. Washington, April 28. Secretary Ballinger today designated 157,176, 800 acres of land in the United States to which the 320 acre homestead law applies a coming within provision of the bw. The states affected are: Oregon, Washington, Utah, Wyoming, New Mexico, Nevada, Arizona, Colo rado, Montana. Included in the land designated are 7,000,160 In Oregon and ' 3,576, 960 in Washington. Diagrams showing the lands subject to entry are being sent to local land offices. It is be lieved that 40 per cent of the area designated, except in Nevada, is held by Individuals through ' some color of title." If all the land were suit able it would make 492,000 home steads. The lands are not Buscept ible to irrigation from any known source of water supply. COMPUU J. W. CMlders returned from La Grande, Wednesday, nearly recovered from a successful operation he under went in a hospital several weeks ago. IT MADE OF RAILROAD RATES IS FILED WITH STATE COMMIS SION BY ENTERPRISE COM MERCIAL CLUB. Salem, April 28. Formal complaint has been filed with the railroad com mission by the Enterprise Commer cial club, charging unjust dlscrlml-r-atlsa against Enterprise and Joseph on 'tho ?art of the O. R. and N. The complaint alleges that the railroad favors Elgin and the other towns nearer the mail line, and that con tinuous distance tariffs are applied to all towns on main or branch lines except those on the Wallowa exten sion, and that the branch rate there Is proportional to mileage added to continuous tariff on all , business originating or destined to the towns beyond Elgin. Wool is the principal commodity shipped In sacks and bales from these town. The railroad commission has noti fied the Oregon Railway ft Navi gation company and It will be asked to show the alleged discrimination does not exist and why the condi tions complained of are maintained. The foregoing dispatch is in the main correct. The complaint if suc cessful will do away with the double local rate 3 betwean Wallowa valley points and La Grande on both incom ing and outgoing freight, and bene fit every consumer and producer ' in the county. The reductions in freight would amount to thousands of dollars annually. . In Favor of Homesteader. Miller endeavored to secure a game for the local team at La Grande but Manager Lincoln stated an arrangement had been entered in to with the amateur league, composed of towns In Union and Baker coun ties, by which all Saturday and Sun day dates were taken until July 1. The Wallowa team has raised $900 with which to buy grounds, the only thing that was lacking for Wallowa is it always has had a first claas ball club. Tho growers receive SO cents a fleece advance on their contracts. One of the best posied wool grower estimates the number of shoij at 185,000, which means $92,r,0D advance money. The total amount of money the growers will receive for their wool is clo3e t $3.15,000. Haworth has gone to Port Orford, Curry county, in the extreme southwestern corner of the state, to look after "sand," and was accom panied by those noted sand experts, A. M. Wagner and Jacob Bauer.
