that 935,000 was paid to the
Portland Oregonian for its op­
position to Senator Robert N.
Stanfield.
The chargee are contained in
a telegram to Senator Reed from
George W. Putnam, editor and
publisher of the Salein Capitol
Journal. The letter from Putnam
also asked the committee to In­
quire Into the campaign expenses
of Frederick Stelwer, republican
who defeated Stanfield for the
senatorial nomination.

, Strong and definite recommendations concern­
ing the water bond issue are set forth in a supple­
mentary report received by the mayor and city
councilmen from Frank C. Dillard, consulting en­
gineer who investigated.the city’s source of supply.
He utges the development of the water in
Ashland Canyon as well as the purchase of addi­
tional water from the Talent Irrigation District.
His latest recommendations are contained in the
following letter.

Gentlemen:
Replying to your reefuest that the conclusions
to be drawn from the report on increasing your
water supply submitted by me on October 5, 1926,
be made more definite and to state what I would do
if placed* id your position. I wish to submit the
following: „

1. All* things considered I advise the develop2
ment of Ashland Creek waters as the best and most
economical way of increasing your domestic water

2. The first consideration in increasing your
water supply for domestic use should be by con­
servation of the present available supply. This can
best be done by constructing a regulating reservoir
on Crowson Hill and improving your distribution
system by enlargement and extension of certain
water mains. Much of your waste is undoubtedly
due to excessive pressure and this can only be re­
duced by changes in the distribution system. The
proposed improvement to your distribution system
should be followed by the gradual general installa­
tion of meters.
3. All the water possible to pat to beneficial
use, should be purchased from the Talent Irrigation
District and used in order that you may save Ash­
land Creek water for your domestic supply.
