Dillard, consulting en gineer who investigated.the city’s source of supply. He utges the development of the water in Ashland Canyon as well as the purchase of addi tional water from the Talent Irrigation District. His latest recommendations are contained in the following letter. ; Medford, Oregon, : October 22, 1926 Mayor and City Council, Ashland, Oregon? Gentlemen: Replying to your reefuest that the conclusions to be drawn from the report on increasing your water supply submitted by me on October 5, 1926, be made more definite and to state what I would do if placed* id your position. I wish to submit the following: „ » 1. All* things considered I advise the develop2 ment of Ashland Creek waters as the best and most economical way of increasing your domestic water » « p p iy - '. / ' 2. The first consideration in increasing your water supply for domestic use should be by con servation of the present available supply. This can best be done by constructing a regulating reservoir on Crowson Hill and improving your distribution system by enlargement and extension of certain water mains. Much of your waste is undoubtedly due to excessive pressure and this can only be re duced by changes in the distribution system. The proposed improvement to your distribution system should be followed by the gradual general installa tion of meters. 3. All the water possible to pat to beneficial use, should be purchased from the Talent Irrigation District and used in order that you may save Ash land Creek water for your domestic supply. I would have advised t^e purchase of four or six hun dred additional acre feet instead of the two hundred WASHINGTON, D. C., Oct. 25 acre feet which you propose to purchase. However, this amount will insure you a minimum of six hun dred acre feet available » the future years, such as fedeigi official» 1926, and will be * great help in saving Ashland upheld by (fie Crek water for domestic use. prsms court to- 4. I recommend the providing of storage in — Ashland Canyon immediately, not because it is the brought by tht cure-all for your stprage of water, but because it rers of Portland will be, in my judgment, the best means of re pay for the per- . moving the stigma now placed against your water ntment as poet- supply on account of the shortage experienced in land, following ’s action in re- boat a hearing; consent of the WINQ nlnu iniDn TTAKI I I AIYI liUnU l — . This part of i h e development will cost the most and will be comparatively little benefit unless this work go hand in hand or be proceeded by the improvement your distribution system.
