A substantial Ashland business man, noted for
his progressive ideas an<^ his gehtti'ne interest in the
welfare and future of the oity, approached the writer
several days ago and said, in effect:
“ I am in favor .of a more adequate water sup­
ply. So far as I am concerned, I, personally, am not
interested in where dams or reservoirs are built or
what other steps are taken to procure this needed
water supply.

In answer to thimqnestion which is certain to he
asked many times during the course of the cam­
paign, The Tidings has the following to report to
its readers and to the voters generally:
The consulting engineer in charge of all these
water investigations is Frank Dillard, a graduate
of the University of Oregon in the class of 1905.
Mr. Dillard is the engineer who had complete
charge of the construction of the Talent Irrigation
District.

At the present time he is in complete charge of
Medford's big municipal water project, one of the
most ambitions municipal water projects ever at­
tempted in Oregon outside of Portland.
He has done considerable general engineering
and Hydraulic engineering work for the federal gov­
ernment, and is known among the engineering pro­
fession of the Pacific coast as being both competent
and conscientious to a high degree.
Mr. Dillard is being employed by the eity of
Ashland in a consulting capacity alone.
Bnt he consented to make this water investiga­
tion for the people of Ashland. He has and now is
investigating every possible source <rfa water supply
for Ashland and will recommend only thore' psojoete
which he considers entirely feasible.
His report, a cottlpteto written compilation, will
be in readiness within a week, according to mem­
bers of the council, and the city officials have enough
confidence in him to ask the voters to approve what
ever recommendations he may see fit to make.
The report of Mr. Dillard will apply only* to the
procuring o f additional water ,to enlarge the muni­
cipal system. Other proposals, such as huHding the
Crowson Hill reservoir, the improvement of the oity
distribution system and similar projects are those
which present city officials believe are needed, and
which they are recommending to the /voters.

It is the theory of business, both private and
public, that the best men obtainable 'should be pro­
cured. The mayor and members of the council be­
lieve that in the retention of Mr. Dillard they were
able to procure the best available engineer to carry
on their investigative’ work. They invite a complete
inquiry into his qualifications and standing as a
water engipeer, and will endeavor to supply any
further information concerning him which may prop­
erly be sought
