Mr. Dillard is the engineer who had complete charge of the construction of the Talent Irrigation District. y At the present time he is in complete charge of Medford's big municipal water project, one of the most ambitions municipal water projects ever at­ tempted in Oregon outside of Portland. He has done considerable general engineering and Hydraulic engineering work for the federal gov­ ernment, and is known among the engineering pro­ fession of the Pacific coast as being both competent and conscientious to a high degree.
