HUNTING JOBS
The legislature meets in this state shortly and there
will be about ten times a s many men wanting jobs as can
get them. At the beginning of every’ term of office the
official is besieged by applications for jobs. The places
do not pay well, but some way they are very attractive.
But this is not a condition indigenous to Oregon. Tt is
so in every state in the union. Governor Hartley of Wash­
ington declares that he has 5,000 applications for jobs.
Men have tried to analyze why there is such a rush

of the men had failed in private business. This may be
one explanation for some of them but not for all. Do
they lack initiative? Possibly some do, and yet many
of them take a man’s interest in business affairs and are
influential in the city. Some of them may be actuated
by a desire for an easy job, but not all of them, because
seme of them are hard workers. Patronage has been the
most dangerous thing ever handled by an official, and the
reason it is dangerous is that where it pleases one, it dis­
pleases ten.
We might as well admit that this question of state
< mployment is insoluble. Men are working in the state
1 ouse today, dozens of them, for a good deal less than
they can get in other places. The same is true of the wom­
en. Many of the women are working for half what they
could get in commercial life. There is some kind of at­
traction, some kind of secret nrge that makes men desire
public service. It isn’t fair to say thdy are human fail-

«! great majority of them are not. Only here and there is
just simply the desire to serve in a public way.
Personally we do not think this desire is open to
criticism. It is a legitimate ambition to want to serve the
state in any way, and men have a right to aspire to such
offices. We are only discussing why so many of them as­
pire to positions that pay less than they can get in pri­
vate life.
