This may be one explanation for some of them but not for all. Do they lack initiative? Possibly some do, and yet many of them take a man’s interest in business affairs and are influential in the city. Some of them may be actuated by a desire for an easy job, but not all of them, because seme of them are hard workers. Patronage has been the most dangerous thing ever handled by an official, and the reason it is dangerous is that where it pleases one, it dis­ pleases ten. We might as well admit that this question of state < mployment is insoluble. Men are working in the state 1 ouse today, dozens of them, for a good deal less than they can get in other places. The same is true of the wom­ en. Many of the women are working for half what they could get in commercial life. There is some kind of at­ traction, some kind of secret nrge that makes men desire public service. Only here and there is just simply the desire to serve in a public way. Personally we do not think this desire is open to criticism. It is a legitimate ambition to want to serve the state in any way, and men have a right to aspire to such offices.
