The American commissioners are deter mined to brook no delay, as Indicated by their action. Although Captain General Mat las recognlxed their presence oy of ficial visits, they have not been notified of the appointment or the names ot the Spanish commissioners, and tho names of the latter have not been officially ga letted. The thirty days expire on Sunday and if the Spaniards are not prepared to proceed on that date they must explain matters. The Spanish torpedo boat destroyer Terror and the .gunboat Ponce de Leon sailed today for the Island of .Martinique, where they will bo placed In the dry dock. as their bottoms are foul, before proceed ing lor Spain. The government's severe measures to prevent reports of secret sessions ot the Cortes are nullified by senators and depu ties ot the opposition, who are eager to inform foreign correspondents as to what goes on. Yesterday's session of the chamber end ed with Senator Sllvela attacking the gov ernment and exclaiming: "The Sagasta ministry Is a corpse, end we do not discuss corpses; we bury them." WASHINGTON, Sept. S.-General Miles went to the office of the secreetary of war today. With respect to the reorganisation of the army. General, Miles said that the experience of this war had very clearly demonstrated what military authorities well understood before, that the establish ment of a standard was necessary to the entire efficiency ot the army. lie aaid it was his intention to recommend a plan ot reorganization to congress. It was de sirable, he said, that the army should be organized on a basis of one soldier to every certain number of Inhabitants. It was very Important, and this had been clearly demonstrated In the war with Spain, that there should be a full comple ment of non-commissioned officers and men, as well as ot commanding officers, who were trained to hardships ot mili tary life, and who knew how to take care of theamelves and to look out for their own health and comfort In a campaign. Dun's Report Says Purchases of Bonds and Stocks Have Been Heavy for Several Weeks. NEW YORK. Sept .-R. O. Dun Co's. Weekly Review of Trade will say tomorrow: The volume of business Is larger than It ever has been. Investors across the water have caught the cue and their pur chases of American bonds and stocks have been heavy for several weeks. Failures tor the week have been 104 In the United States, against 21S last year, and 16 In Canada, against 35 last year. THE NAME CHOSEN FOR I THE HAWAIIAN ISLANDS, j Commission Will Recommend the Name' of "Territory of Haw-all" Form of Government Same as Territories. j SAN FRANCISCO, 8ept. 9.-The steam- j er Coptic arrived today from Yokohama and Hong Kong, via Honolulu, bringing the following advtces to the Associated Press trom the latter city under date ot September J. It will be the "Territory of Hawaii," That Is the name which the annexation commission has decided to recommend to congress. Thus It will be preserved In the present nomenclature from the United States Its distinctive origin of this part ot the United States. The form of government will bo model ed on that of the existing territories. There will be no more further departures from thla form than local conditions and the national political considerations makes necessary. It Is possible that In working out the details of the form of government It will not approximate so closely to that ot the state government as the ordinary form ol government does, but the ultimate possi bility of statehood will not be barred. Local self-government will be given through 1ho extension of the municipal Idea. The Islands will be divided Into niunl- roore fighting over officers than the ex soldiers. Their afternoon and evening sessions were devoted to a contest over the division of honors. UTAH REPUBLICANS. SALT LAKE. Sept 1 The republican state convention today nominated F. Jus tls Lane for supreme Judge, and A. E. Eldredge for congress. The platform en dorses the administration of President McKlnley, and on the financial question says: "Independent of the action of any other nation we favor toe free and un limited coinage of sliver at the ratio ot 1 to L" FOUNDERED WITH ALL HANDS BAN FRANCISCO. Sept .-The steam er Coptic which arrived from the Orient today brings the news from Hong Kong that the American steamer Wingfoo, Cap tain Sherman. Is supposed to have gone down with all hands. During the war United States Consul General Wllchnan chartered the Wingfoo to carry dispatches to Admiral Dewey at Manila, The vessel met with several mishaps and was obliged to return to port Since her last departure tor Manila she has not been heard from. DIED OF HEART DISEASE. SPOKANE. Sept .-Robert Esson. secretary of the Spokane chamber of com merce, dropped dead ot heart disease at Lewlston today. The Northern Pacific railroad has just completed Us extension to that town and the Spokane chamber ot commerce ran a business men's excur sion to Lewlstown. At 11 o'clock thla morning, when the excursionists and ft large party of people of Lewlstown were gathered before the leading hotel, Esson staggered and fell In the street. He was carried Into the hotel, but expired quickly. DRIVEN OUT OF FRANCE. PERPIGNAN. France, Sept 9.-The au thorities are taking steps to drive out the numberless Spanish reservists who have been seeking refuge in France since the recent call to the colors of Spain of luo.wo men, of which number JO.0OO are said to be Intended for the Philippine Islands. CUSTOMS RECEIPTS INCREASE. PORTLAND, Sept. 9. The receipts at the office of Collector of Internal Revenue Dunne for the month of August amounted to fKMTUl. The receipts of the office tor August, 1S)7, amounted to showing an Increase In August, 1S38. ot 175.713. A considerable part of this Increase Is due to the addition of the war tax. j G. A. R. The Insurgents continue divided between those who advocate absolute Independ ence and those who favor an American protectorate. The British cruiser Powerful arrived to day and saluted Admiral Dewey.
