The National Zeltung advises Spain to retire for a moment from the lists of the powers and to devote herself to the cul tivation of her Umd and to rest satisfied with the Mediterranean interests which still give her influence In all foreign questions. The cause of this deduction Is fctimt to be In theory entertained here that a pow er without a vast standing army drilled and moulded together Into a spirit of ab solute organic discipline, cannot hope to face any other power In the possession of such an army, and It is doubted whether America will reorganise her army on the model of the European system of univer sal conscription.
