The corrcsondents returned last night to Key West. RIG ORDANCE CONTRACTS. WASHINGTON. August lS.-The ordn ance bureau of the navy department to itiiy opened bids for a large amount ot heavy ordmince for war ships. The aggregate of the contracts will reach about !t.0O0. With this Increase of the naval ordnance the navy will he well supplied with material. If by any chance the present peace negotiations are not brought to a successful consumma tion. August 1S.-Dlspatches of Importance were received and consid ered at the war department today. Im mediately after the arrival of Alger at the department he had a consultation with Corbln, The conference was a pro tracted one. They were considering the dispatches received from Merrltt and from Santiago. Conditions at Santlag-o are causing a great deal of uneasiness, and troops will be ordered there very soon. August IS.-A special td the Tribune from Washington, says: A naval program for presentation to congress involving the immediate con struction of fifteen warships has been adopted by the naval board of experts, to whom the subject has been referred by Secretary Long. It provides for three sea-going bar bette turret battleships of 13,000 tons dis placement and minimum ISft knots speed when the vessels are loaded tnelr deepest draught, or an overag speed above IS -knots under ordinary cruising conditions; three first-class armored cruisers of 1S,UU tons and 22 knots speed; three second class protected and armored cruisers ol $.000 tons displacement and 20 knots speed, similar to the Maine type, but highly Improved and for six protected cruisers of 2j 00J tons and 1$ knots speed. The reduced speed of the ships, which is uniformly about two knots less than that proposed at the preliminary meeting; of the board on Tuesday, was brought about by the desire to secure unprece dented range of action on account of the Increased responsibilities of the United States In the Pacific and the certainty that these vessels, or most of them would be required to moke up the Hoet In that ocean.
