the entire absence of disturbance in the
business world on account of the war.

to cause dullness, but the actual outbreak
of hostilities without graver consequences
to Industry and commerce is an undoubt
ed sign of health and stability. There Is

conduct of public affairs, and particularly

ands of men who have to be fed, clothed,
