In view of these conditions there is less apprehension regarding the future course of International political events than might otherwise be expe-cted. Populism has received a knockout blow by two recent decisions of the Washington state supreme court. In Washington, as In other western slates where fre silver has been strong enough to control, a law was passed which was Intended to prevent the making of gold contracts. It provided that all d bts phiill be payable "in the lawful money of the United States," r-gardless of any agreement as to trie particular kind of money in which they should be dis charged. The supreme court in passing upon a case which went up Involving the valid ity of this law, held that the subject Is one "upon which a state cannot legis late," as "It belongs exclusively to the powers of the general government." The opinion further states that "the point as to whether a state can provide that the contract can be discharged in any kind of lawful money regardl. of the Stipulations of the pi.nies, does not eem to have been decided elsewhere." The conclusion Is then Mated that'the contract In question "must be enforced occordlng to Its terms and that the act In question is inoperative." The other populist law declared un constitutional by the same court under took to forbid Judgments for deficiency In foreclosure suits. Parts of still a third act were also nullified, which pro vided that n mortgagee must take mort gaged property at an appraised value. The object of this act was, of course, to have property so appraised that Its face value could be made suhVI.-nt to cover the debt under the mortgage. While! the digest of tho decision does not in dicate how this proposed outrage on the holders of mortgage indebtedness was circumvented.
