When seen by a reporter concerning the matter Captain Carruthers said: "You may deny the whole story as false. I am in a position to know of what 1 speak. The Jessie is chartered to the Washington pilots for one year, and they could not go Into such a combine without consulting me, or breaking their contract. Furthermore, only one of the Washington pilots Is In the city and he has done noth ing of the kind. The Jessie is In the busi ness to stay and Is outside to get what "hips she can. I was approached by one of the Oregon pilots and offered a certain sum ier month to lease them the Jessie for the purpose of retiring her, but I tolit him that four times the amount would not take the Jessie out of service. While the senate had under consideration the diplomatic ami consular appropriation bill today a sharp debate on the Cuban situation was precipitated by Allen, of Nebraska, who offereel as an amendment a resolution passed by the senute a year ugo rec-ognli-ing the tu'lllgerent rights of the Cuban Insurgents.
