The marine editor of the San Fran eito Chronicle Is having a hard time writing "first lines" for his display head. One day he heads his stuff, "A Day's Doings Along the Waterfront." and the next, "The Doings of a Day Along the Waterfront" Again, "The "Waterfront During One Day," and still again, "Waterfront News of one Day." Then he picks up Items on the water front, and on succeeding days finds items along the docks and wharvesvHIs versatility Is only exceeded by his abil ity. The late experiments with hydraulic power in sluicing dawn the hills at the head of Tenth and Twelfth streets havs demonstrated to the satisfaction of all that grading can be done in As toria cheaper and more effectively by this than by any other means. It ha also been demonstrated that a seawall is very much needed In order to pre vent the filling in of the river channel as well as to retain the earth for the purposes of filling in lots and building streets on the lower levels. In certain sections of the city it may not be ne cessary to do much sluicing in order to level dov. n the Mils, but to gt any ben efit from such a landslide a seawall Is an absolute necessity. The report of the death of .the negro insurgent Maceo Is confirmed by the dispatch in this morning's paper, this time from Cuban sources. The charge has been frequently made that the Spanish are exercising a censorship over all press dispatches sent out from Havana, and that they are all more or less colored in the interest of the na tional forces. From the numerous de nials as to Maceo' s death sent out by the rebels or their sympathizers for days past, and this final culmination in the reluctant admission of his death, coupled with details charging treachery on the part of the Spanish, which the world knows from circumstances al ready told and authentically proven cannot be true, go to show that reports from the other side are not entirely destitute of a certain degree of color. It is ridiculous to say that Maceo was trapped and deliberately butchered In rold Wood by the Spanish forces, since the meagre means of Identification brought forward by the Spanish prove exactly the contrary. If they had killed Maceo in the manner described by the rebel dispatch there could never have been any doubt about his identification. His body would have been carried to Havana, where It would have been ex hibited and identified to the satisfaction of every newspaper correspondent In the city, .V WK.LCOMK WON OF THE TIMK9. The convention of business men. rep resenting all sections of the country, which hsa own called to meet at In dianapolis January 5, ought lo contrib ute something of material value toward solving the monetary problem. It Is dltvotly In line with the labors of the business men. during the presidential campaign, and in fact ts a sort of obli gation growing out of that activity. They were most potent In the election of McKlnley and a Republican house of representatives on a platform declar ing for sound money and protection, and hence they very properly feel them selves enlisted for further service. Their suggestion thus formally tendered should be and doubtless will be wel comed by congress. This msnifestivtton of deep Interest In public affairs on the part of those ne cessarily so much occupied with their ow n private affairs is a healthy sltrn of the times. The country mu.t betnvlt when those who carry on great entcr- prisese and study groat ipiesllnns at first hand organise to assist in the devlsement of sound public policies and In the furtherance of their adoption and execution. Count-ess could draw upon no better reservoir for good advice. In fact It Is the very self-same reservoir upon which the people frequently draw for some of thir wisest and most use ful public servants. The successful bus iness man of today Is often the success ful senator or representative of tomor row, merely transferring to the public account talents w hich he has been em ploying for his own Individual account. It is altogether likely. Indeed, that of the men who will meet at Indianapolis next month simply to suggest to the present or to the next congress, some may themselves be In congressional commission before the century closes. and passing officially upon phases of the very questions they are now as pri vate citlsens considering. The complaint, from high sources. has more than once been made that business men as a rule take too little nterest in politics. Some of the em barrassments of the country, and much of the power and offenstveness of party bosses, have been ascribed to the fail ure of busines men to make themselves sufficiently felt In the primaries and at the polls. They have been accused of making, by their own activity, the ac tivity of the roundels and plugulies count for too much. If there has been any authority for this charge In the past, the reproach will be wiped out if what is now being attempted by the business organixations of the country is pressed to its proper and legitimate conclusion. It is to be supposed, says the New York Tribune, that In ordering the re Imposltion of tonnage dues upon Ger man shipping n Americen ports the president and his official advisers are sure of their ground. Mr. Cleveland Is not given to precipitous action In such matters. This case, moreover. Is one of which he should have especially com plete knowledge, by virtue both of his own past experience and of bis present means of securing Information. The last preceding controversy with Ger many on this subject arose during his former administration. and was brought to a close by Sir. Cleveland himself in a proclamation granting the contention of ".he German government. He now takes up the case at the point where he had laid It down, and by a new proclamation revokes that former i proclamation. When it Is further jc. r.e In mind that the i resent Amer ican ambassador at Berlin is Mr. Uhl, formerly one of Mr. Cleveland's assist ant secretaries of state, and that Mr. Chamberlain, the United States com missioner of navigation, has personally spent much time in Germany this year investigating this very subject, assur ance is confirmed that the president has ample Information for his guidance in the action he has taken.
