It has been arranged by the Press Asso ciation of Oregon to hold their an nual meeting In Oregon during regatta wrek. It ha also been suggested that upon the last night of the regatta a water (umival, Including a procession of steamers and boats, Illuminated by fireworks, be hi Id along the city wa ter front. This event can be brought off at very little expense and would certainly be one of the most Interest ing features of the week. It might be amplified In many different directions, Including a representation of a naval battle. It understood that the com mittee will take this subject up at once, II Is to be regretted that there Is now little prospect of securing a United Mate war vessel In this har bor during the regatta week, as the letters below explain. There I, how ever, hope that other war vessels may visit this port at this time. Ir. M. M. Walker terday received a letter from Mr. Irving M. Hcoit, one of the builders of the Oregon, explaining that while that vessel was In commis sion, she was still short 140 men, and had as yet received nolle of her sup plies. He thought that It would take until about the first of September to properly At her out and drill the men. Tho doctor also received a letter from the French vice-consul at San Fran cisco stating that he would use his best efforts to secure a French war vessel for Astoria's regatta. Oregon: My Dear Judge: I came to Wash ington mainly for the purpose of en deavoring to get the secretary of the navy to order the battleship Oregon, or. if not that ship, some other war vessel to Astoria during the regatta, but sincerely regret I have been un able to accomplish my purpose, as you will see from the Inclosed copy of let ter. Very much regretting I have been unable to comply with your wishes and the wishes of the people of As toria and of Oregon generally, I am. Yours very sincerely. JOHN' H. MITCHELL. Washington, July 13, iss. Sir: Replying to a telegram dated the (th Instant, addressed to you by Mr. C. H. Tage. forwarded by you this date to the department, requesting the presence of the battleship Oregon at the annual regatta to be had in Asto ria from the 15th to the 30th of August next. I have to Inform you that the Oregon will not be placed In commis sion until the 15th of the present month, and that, consequently. It will not be practicable for her to go to Astoria at the date requested, consid erable time being necessary, when a vessel Is first commissioned, to get her ready for sea service. I, In June last, ordered the commander-in-chief of the Pacific station to assemble all the vesels of his com mand, at an early date, for squadron exercises, and I assured him I would not Interfere with his plans by de tailing any vessel to take part In cele brations. Experience has shown that If one request of this nature Is com piled with, other cities Immediately forward similar petitions, and, as It Is Impossible to discriminate the entire season pasnes without the manoevers so essential for naval efficiency taking place. 1 have, therefore, been obliged to decline complying with these re quests.
