Sheriff Hare yesterday returned to ht

river was quiet and peaceable, lie visited
the fishing settlements all along the river
and offered each man protection If he
wanted to flah. but found none except

was not the present danger they were
afraid of, but that if they should go out
fishing now and the strike was settled
this seaxon, they would have to leave the
river. Next year they would be spotted
men, and It Is future protection that they

Coroner Pohl returned about midnight
from Clifton with the body of the mun
found in the river at that point yester
day. Mr. Pohl says that It Is undoubt
edly the body of Sam Mellandt, one oi
the four parties missing from that part
of the river last week, among them be
ing the Ounlon woman whose body wus
found a week ago Sunday on the beach
at Astoria. The coroner Is of the opin
ion that the body burled yesterday und
which was thought by several to have
been that of Sam Mellandt, must have
been the remains of Ounlon, the brother
of the woman. Further Investigation ot
the matter will be had today, neverai
I wounds aupear on the head of the body
brought down last night, apparently
made by a sharp instrument.
THE WATER COMMISSION.
At the regular meeting of th Astoria
water commission last evening, only rou
tine business was transacted: the resigna
tion of Engineer Adam was accepted.

man of the Scandinavian cannery, and

these with actual pipe line of great
length under service conditions are ot

mark distinct advance In civil engineer
ing practice.
The remaining fenture to which we
shall give special attention Is the reser
voir lining which was composed for the
bottom, of ( Inches of Portland cement
concrete In 20-foot squares with half
Inch "expansion Joints" of asphalt, a ce
ment mortar finish and two cant of
asphalt aggregating nearly 1M. Inche In
thickness. The reservoir was excavated
for more than two-third of It depth
In clay or clay and sand, and It was
essentlnl that the lining of the bottom
should be capable of adjusting Itself to
some settlement without sensible leak
age. It would appear that th design
was well adanted to these end. The
aspahlt conotlng will permit even crack
ing of the concrete to ome extent with
out leakage and the Joints of the same
material will enable considerable Irregu
lar vertical movement of the bottom to
tako place without discontinuity. The
same, asphalt Joint exhibit In u striking
manner the expansion and contraction
of tho concrete block due to changes ot
temperature and demonstrate th. neces
sity of providing for thermal changes
of volume In monollthlo concrete struc
ture. These and other features of tho
