Engineering Record, The paper by Mr. Arthur L Adam on "The Astoria City Water Works," III tlw April Proceeding of th American Society of Civil Engineers. Is ait ad mirable record of th construction ot a public work of no great magnitude, and yet worthy of more than passing remark for a number of reasons. Tl city ut Astoria haa a population of laut I'.vuu people, who had. prior to tl construc tion of the new works, enJovrVMi full blessing of being supplied with water by a private eomiwny. In. led the r question had reached such a pass through twd construction and won dsign that total collapse was Imminent at any mo ment. With commendable public spirit and foresight th city began th von miction of a conduit mors than ten milea lung In order that all prolxiblv future needs may be supplied from a source and through a system under It own control. A much larger munici pality near New York could with ad damage emulate the example ot the llltle city at the mouth of the Columbia rlv. r. It Is chlclly to the engineering features of th work, however, that wa wish to call attention. The amount of public money svalUUI tor the desired construction was natural ly not largn for such an undertaking, and the possibility even of accomplish ment lay In excellent engineering design and suierlson. Indeed, It may he suld In season, not only In thl case, but In many other durliut th past hl-tnry ot the country, municipal existence almoal, and certainly municipal prosperity, ha been romph'irly d,'iendeni upon lb skill and rtnVlnicy with which th civil en gineer In the public ervlce have adopt ed their designs to, and availed th m selves of purely local mean In order to attain both the necessary economy and excellence. Older precedent bnv. been Ignored and Hew one, frr.pirntly ot the boldest character and exhibiting grvui fertility of resource, have tsH'n rstab Ihhvd. These feature of American n glnecrlng have Wen develop, d un.lir the condition of gruwlh of the newer por tion of the country, but many oi thi m are worthy of th most careful consid eration by the practitioner of ih obl r Eastern portion. Oil of the first feature of special In terest In the Astoria water worn I tin combined woisl and steel pipe line. In spite of the fact that 1h)IIi lp o( pipe have licen frequently used hstetofure. The wooden stave In this rase were ot the yellow fir of Oregon, and II npirars to be well adaptrd to the purpose Th. care, Used In th nrslgn and construc tion of this part of the work Is attested by the Investigations madn to drlrrmin the pressure effect on the wood In cim' sequence of the swelling of ins slave; and the best maximum pressun. utid.-r which the wood sliould l us-d. It seemed to b Indicated b Hie. experience gained that th latter quantity was about 1.0 pound per musr inch. Inasmuch ss the IS-lnch stave ple la ub)ecud to a great a head lis ',t feet, the preced ing dvlermlnailon were Important, and I he Work wa so well done that a length Of the pipe when tested by tilling nhov k closed gat proved 10 be wlihiait link age. Again, a l-lnrh riveted sleel pli about one-eighth of an Inch thick, bild with lead Joints, under head of SO feet Is not a usual piece of water works prac tice. Open stand pipe In th line of the con duit afforded mean of measuring the friction head between them and thu determining from actual 1 and 14-Inch pipe the coefficient for either Chesy's or Kutter's formula. The values found in the former were 133 for th. wooden pipe and !". for the steel, while in cor responding quantities of Kutter's for mula were 0.omSS and 0.0113. It Is thus seen that the tnve pip offers a less friction than the cal-lron pipes, the testa of which were made by Mr. Kulch llng of Rochester, N. Y., and given In the Engineering Record of May !. II Is also Imiwrtant to observe that th. Chesy co efficient for the riveted steel conduit la practically Identical with that determined by Mr. Kulchllng for the same class ot pipe, although the latter had a diameter of OT Inches. Such determinations as these with actual pipe line of great length under service conditions are ot extraordinary professional value and mark distinct advance In civil engineer ing practice. The remaining fenture to which we shall give special attention Is the reser voir lining which was composed for the bottom, of ( Inches of Portland cement concrete In 20-foot squares with half Inch "expansion Joints" of asphalt, a ce ment mortar finish and two cant of asphalt aggregating nearly 1M. Inche In thickness. The reservoir was excavated for more than two-third of It depth In clay or clay and sand, and It was essentlnl that the lining of the bottom should be capable of adjusting Itself to some settlement without sensible leak age. It would appear that th design was well adanted to these end. The aspahlt conotlng will permit even crack ing of the concrete to ome extent with out leakage and the Joints of the same material will enable considerable Irregu lar vertical movement of the bottom to tako place without discontinuity. The same, asphalt Joint exhibit In u striking manner the expansion and contraction of tho concrete block due to changes ot temperature and demonstrate th. neces sity of providing for thermal changes of volume In monollthlo concrete struc ture. These and other features of tho paper, Including the complete slnlomenis of cost, murk It as one of exceptional value In tho Transaction of the Ameri can Society of Civil Engineers. when ho find soma secluded, shady bhi and eats th luncheon which he has been currying with him during th morning.
