DECEMBER SO, 18WJ TxcoiLi. is in trouble now, for a new cliief ol police has been appointed who is carrying things with a high hand and appears to be about as despotic as the czar of Bussia, f or be arrests andi holds prisoners several days without a warrant it they happen to resemble a criminal who is wanted anywhere, and will not allow prisoners to send word to friends. In fact he is s arbitrary that they cannot tolerate him, and are trying to have him removed- Due irom annrovftd reserve JUMt svt&i v. One would think, to read the prospectus, that the proprietors of the forthcoming sheet expect that its advent will be one of the greatest events in modern history, and that with bated breath the world will linger in suspense until they can feast their intellect-bn the perusal of the wondrous sheet, which will be the incarnation of brilliant rhetoric and' sublime oratorical eloquence. Want of space alone prevents the copying of the prospectus, but it will be kept on file, and can bo read by any of our citizens who think their brains can stand the enormous tension required for its perusal. Gome and see it Suxdat evening just previous to his departure for Portland, Mr. Mac Naught, the English engineer, in con versation with a representative of Tax JLstortax, expressed his surprise that such small tugs are used here in towing large ships against tho strong wind and tide they frequently have to encounter. He states that in Liver pool they use a tug of 1,000 horse power, which, though quite large, has so much room taken up by the mas sive machinery, that aside from the quarters for the crew, the registered tonnage is only one and a quarter tons. He thinks that larger and far more powerful lugs, with good breadth of beam, and which could cruise far outside, are specially needed here. He suggests that a largo tug with twin screws could be used to advan tage. He seemed surprised that the merchants or business men did not have a large tug in use, which could probably bo purchased somewhere on the coast, and would be found profitable. UxEQUAn distribution of wealth is often alluded to, but the extent of its unevenness is probably not fully un derstood. According to recent esti mates it appears that the aggregate wealth of only 13,000 persons in this country is equal to 31,500,000,000, or an average of 2,100,000 for each per ron. Of that number, eighty men are worth the 'total of 400,000,000, or an average of 35,000,000 each. Coming still higher up the list of the wealthy, there are ten men worth 700,000,000, or an average of 70,000,000 each. Now for the crowning statement Five of the richest men in the United States own 525,000,000 of its wealth, or an average or the enormous sum of $150,000,000 each. "What a com mentary! The wealth of these five rceu divided among 52,500 men would give them the snug little sum of 10, 000 each. But it all the wealth of tbo land was divided pro rata among the people, very likely in a few years it would soon be found about as unequal as it is at present IKcItlcHs Arnica Salrc.
