A suggestive remark was recently matle by Ghauncey M. Depew when asked to accept the nomination for mayor of Kew York. His reply was: "While-1 am ready at any time to play the sacrificial lamb part for my parly, yet I do not care to do so when the tariff on the wool sold comes so high that all there wonld be left would be a shorn lamb. No, winter is nigh.'' ENTnnriusE and progress are the watchwords in the lively city of Seat tle. The new bonds have been signed and forwarded to New York, where they have been sold. There are 955 bonds of 1,000 each, amounting to 8955,000. They run twenty years and bear interest at the rate of five per cent., payable semi-annually or on the 1st day of January and July of each year. The bonds are payable in New York city twenty years from date, or the year 1910. To each $l,000-bond forty interest coupons arc attached. The proceeds of the bonds are to be devoted to the construction of water works and sewers. PosTMAsrnn-General Waxamaker is in favor of postal telegraphy and in a letter to Bingham, chairman of the house committee on post-offices and post-roads, he says that after stand ing in the midst of the controversy over postal telegraphy that for over forty years has gone on with sharper tone nud widening range he is more than ever convinced of tho wisdom and practicability of restoring the tel egraph to the postal service and mak ing it what it was originally intended to be, a part of tho postal system. The postmaster-general says that he does not believe it possiblo to argue the question down, and that ho is con fident that before long a measure es tablishing a postal telegraph system will bo recommended by tho commit tee. Assistaxt Secretary Spalding, of the treasury department, has issued a cir cular to customs officers and others calling attention to section 7 of the new tariff law, providing that on and after March 1, 1891, no article of im ported merchandise which shall copy or simulate the name or trade mark of any domestic manufacturer or man ufacturers, shall be admitted to entry" at United Stales enstom Houses. In order to aid the cusloms officers in enforcing this prohibitation it is pro vided that a domestic manufacturer, who has adopted trade marks, may rc qnire his name and residence and a description of his trade to bo recorded in books kept for that purpose in the treasury, and they furnish to tho de partment fac-similcs of such trade marks. Calculations made by the census bureau as to the population of the United States indicate a total of G3, 231,42S. Tho count has been com pleted in tho case of twenty-eight stales and territories. Tho returns from the other states are in, and most of them have been counted, but one or more districts in each of the states remain to bo added up. The total ar rived at by the census officials is be low what was generally expected. It represents an increase of only a little over 2G per cent, for the decade 1880 90, as compared with an increase of 30.03 per cent, for the decade 1870-80. The percentage of increaso is, in fact, the smallest for any decade since the first census wa3 taken, with the single exception of the decade of 18G0-70, which included the period of the civil war. The percentages of increaso for the decennial periods during the century which has elapsed since tho taking of tho first census arc as follows: 1790-1800, 35.10 per cent.; 1S00-10. 3G.3S per cent; 1810-20, 33.0G per cent: 1820-30, 3151 per cent; 1830-40, 33.52 per cent.; 1810-50, 35.83 per cent.: 1850-60,35.11 percent; 1860 70, 22.65 per cent; 1870 SO, 30.03 per cent; 1SS0-90, 2G.07 per cent The population total above given, remarks UradslrecVs, is of course subject to revision. The enumeration mado by the police department in New York seems to demonstrate tho fact that the census enumerators in that city did not get the full population on their schedule. A recount under federal authority may bo necessary there as well as in Brooklyn should a recount by the local police, which is talked about there, show the necessity there for. Dr. Trentlco Will Cure the Tirst Case Of Cross-Eyes and Epileptic Fits Free On the Day of His Arrival in Astoria. A man well known in this community writes the following interesting letter: "1 was chopping a stnmp four weeks ago, when a flying chip struck me in the eye; for a short time I was entirely blind. Then partial sight returned again. I nurtured nope and continued to treat it at home, until ten days ago, when I began to abandon hone of ever seeing perfectly again, unless some thing more than ordinary was done. I then counciled two of the leading Oculists of Portland, who told me one eye would have to be cut out to save the other. It did not exactly suit mo to have my eye cut out, and so I sought other council. I went to Dr. Prentice, the Oculist, then at Portland, and he laughed at the idea of its being neces sary to cut my eye out; I joined in tho laugh, for it was on ray side. 1 have been free from pain since tho first dav's visit to Dr. Prpntirp. jithI im proved steadily, and am now entirely well again. I feel safo in saying that if Dr. Prentice cannot cure a case he will always say so. Tnos. II. Foss, Gray's River, Wash. A Touching Scene Witnessed By a Fortl&nd Gentleman. One week ago we received an invita tion to witness a delicate surgical oper ation on an eye. 'J he patient was the 17-year-old daughter of Harrison Hay. For three years she had been blind in botli eyes with a cataract, and was obliged to grope her way about in total darkness. The patient, without taking chloroform, submitted to the following operation: fchewasnow ready for the surgical part of the work, and we stood in breathless anxiety as Dr. Prentice placed the point o his knife at the side of the eyeball, carefully touched the point of the cornea, then the blade entercd.thc eye; we saw it pass through the eye in front of the pupil and then come out at the opposite side. It was then drawn upward, and a cut made of about one-third of the circumference of the ball. Another instrument was then passed in back of the pupil, and almost on the instant the girl said: "Oh, Dr. Prentice 1 can see you." This was spoken in tones well calculated to bring tears to one's eyes. Prom the time the knife touched the eye until the patient could see, it was just one min ute. She was allowed to see those about her for a moment, then the eye was closed and bandaged. In just one week after the operation she came into our office and was able to read our paper. She also wrote a letter home, saying; "Dear parents, I can see and am happy.' Mr. Jerome W. Campbell. General Superintendent of the Willamette Bridge Itailway Co., saw this operation. I wish to express my appre ciation of your treatment of my eyes. 1 have tried for several years to get far seeing glasses, and I had concluded 1 could get none that would be of any benefit to me. But after I saw the won derful benefit of your system, I take pleasure in saying that the glasses fur nished by you have restored my vision both for reading and far-seeing to the same condition as in my boyhood. I re solved to have you furnish me glasses after L witnessed your system on a beau tiful young lady of sixteen years, af flicted with a complicated condition of the eyesight. She told me she had never been able to distinguish one's face at a distance of six feet. With Dr. Prentice's glasses she could see as well as anyone. As she looked up and down the street, and for the first time in her life saw the distant mount- ian tops, she was greatly delighted, and inquired with childish simplicity: "Do other people see this way V" It seemed that a new world was opened to her view, as novel and beautiful as "Eden's rosy bowero" appeared to our lirst par ents.
