JUNE 4, 1890
Clty County Oflcial Paper.
Tor several years the surplus coin
the national treasury lias caused
oar statesmen -world's of trouble. But
u the close of the present congress
approaches, it seems that the next
qra&ioa -rill be, "How shall vc meet
The aaiount of appropriations on
bilk already passed and pending
points to an aggregate that will ex
ceed the government revenues by mill
Sou during the coming fiscal year.
The government revenue from all
soaroes for the year, including postal
revenue, was placed by the treasury
department recently at 450,000,000.
The regular annual appropriation
bilk, exclusive of deficiencies, will
amount to about S323,000,000, and the
permanent appropriations, in
olading sinking funds, will
reach $101,600,000. The deGciency
bilk will, according to the estimates
ofsenabersof the senate appropria
tkma committee, be at least $31,000,
000. That makes an aggregate of
$455,000,000 of appropriations, exclu
sive of the Democratic pensions bill,
which, if it becomes a law as passed
by the senate, will call for $20,000,000.
The appropriations for the increase of
the navy, as passed by tbe house,
amounts to $30,000,000. There has
been $1,500,000 appropriations for the
world's fair. lithe river and harbor
bill and the Galveston harbor bill and
one for the lake canal between the
apper and lower lakes pass that will
ake $32,000,000 more to be added to
Mkcellaneous appropriations at the
ket short session amounted to $10,
255,795, and they are likely to amount
to a good deal more at this session.
Public building bills already reported
ia the house carry an aggregate appro
priation or $14,000,000, to say nothing
of senate bills, but if the miscellaneous
appropriations carry only the same
asroant as at the last session the total
appropriation will amount to S517,
455,795, leaving a deficiency ot S97,-
These figures and estimates leave
oat of sight possible appropriations
for coast defenses, which if made will
swell the deficit next year consider
ably over $100,000,000."
Tbe above is traveling around at
present, and is approvingly quoted by
those who oppose the progressive pol
icy of the present administration.
It is exaggerated and overdrawn.
It was prepared as a campaign docu
ment, to show that we were going to
be very extravagant and that we could
ot aflord to take the duty off sucrar.
If there is no change in the revenue
nmsr llie -next usmA ear, there
wil ke-over $100,000,000 surplus from
tie revenue of the governmeut,"so that
we can allow that 8100,000,000 for pen
sion legislation and a reduction of
It does not come within $200,000,000
of the facts. Tho regular appropria
tions wfll-be in the- neighborhood of
$380,000,000, instead of $300,000,000,
as be gives them. Tho permanent ap
propriations, which includo iuterest
on the public debt, the sinking fund,
the trust fund and the expenses of tbe
collection of the revenues, will amount
to $101,000,000, but there is no necessity
for giving anything to the sinking
fand. From 18G2 to the present time
$733,000,000 has been paid into the
Ving fund in excess of tho amount
repaired by law, so if there were not
oae cent paid to the credit of tho fund
for the next fifteen years the law would
be fally complied with.
The deficiency appropriation, in
stead of being $31,000,000, will amount
to about $16,000,000. Tbe river and
karbor bOL instead of $32,000,000, is
$28,000,090. The appropriations for
public baiiaings, instead of $14,000,
003, will be about $5,000,000.

persons arrived here yesteyday, and
last evening at tho Occident" hotel
gave a private exlubition of his wonder

A pin was stuck in the casing of
one of the hall doors by G. "W. Fulton,
while Mr. King was away. He was
then brought in blindfolded, and hold

stuck it in the very hole in which it
had previously been inserted.
A committee, consisting of Captain
Bichardson, S. H. Merntt and li A.

and hid a two-bit piece under a plank,
