S. corps of engineers, on fish traps in the stream adjacent to Astoria, published in this morning's Astobian, calls for commeut. Llajor Jones is a man of mature exper ience and wide observation; not given to lightly expressing hasty opinion, but in clined to weigh his -words. In an official report to the secretary of war, he explicitly expresses his opinion that our harbor is in danger of shoaling; points out the cause, and indicates the remedy. It is for Astorians to take heed. It has long been said that a double row of piles driven some way out from shore a short distance this side of Tongue Point would deflect the current into tho mid dle channel, with what result can readily be imagined. Regarding these trap? in tho stream driven during the past season, it need but be said in the terse language of Major Jones, "that all such bo declared obstructions to navigation, and that tho proper legal steps be taken to protect the navigation interests of the United States in tho matter." In doing this Astoria but protects her own interests. Tire Astobiax makes further sugges tion. Sometime, whether in this contury or the next one. a sea wall must be built. Tho exact line of "the ship channel," must be defined, the precise purchase, holdings and rights of private property must bo prescribed, and in the interests of the wholo the state must take tho nec essarv steps to do the work requisite to save the common holdings from common loss. Tho city can't d.3 it; tha federal government won't; it oom33 within the provinco and jurisdiction of tho state (in our opinion) and it i3 for tho state to doit. "We have a precedent in Sin Francisco. At a cost of millions, tho stato of Cali fornia is building a massive sea wall along San Francisco's city front to pre serve tho harbor and define its limits: building it in front of private property and water frontage, which is not confis cated but protected, not injured, but en hanced in value. From this sea wall, when completed, will be derived a handsome revenue from marine tolls, more than sufficient to keep it in repair. This is to Astoria a serious question. It may be next week or next year, but sooner or later a start must bo made. "Whether by a washlino a lino of closely driven piles along tbo current edge of the channel or by some other device, tho line of channel scouring must be defined and continued, aud then the question of what to do and how to do it comes up for permanent solution. San Francisco, the stato of California, has solved the question in that harbor by the construction of a sea wall. Hew to best preserve the harbor of the sea port of Oregon, is an analogous case. Can it not bo solved in an analogous manner? Claus Spbeceels has another scheme. Itis nothing less than to build an addi tion to the "White House out of blocks of hardened sugar. In shipping cargoes of his immense product to Mexico, Spreck els has found it neoessary to solidify them in some way into largo blocks in order to preserve them against attacks of different and varying climato conditions Spreckels maintains he is now able to produce blocks of sugar whiter than marble and harder. The material ho asserts, will be less than one-half as ex pensive as marble, is guaranteed whiter and to hold its color perfectly no matter what kind of weather, and is warranted to stand tho wear of time. To build an addition to tho "White house of this hardened sugar would draw the attention of people and only a compara tivoly small appropriation from congress would be required to pay for the work, The plan includes tho manufacture of blocks partly out of cane sugar from Louisiana, partly of beet sugar from Kansas, but wholly of American sugar, and tho employment of nono but Ameri can tools and American workmen. In the last twenty years Cauada's pub lic debt has increased three times tho amount of what it was in 1SG9. To-day it is 284,513,842. Of course much of this is due to tbo construction of publio works, notably tho great transcon tinental railway. But such a burden for a population of only 4,972,101 less than the number of people in New York state to-day is oppressive to tho thought. That it is a most serious matter to the dominion i3 apparent through the reve lation of tho party press of Canada, not to mention the unmistakable signs of distress which attend trade and business generally. The largo number of people who annually leave the dominion to settle in the United States tolls tho story of superior advantages, and prosperity here. Emigration from the United States to Canada is an almost un heard of movement on the part of any body in order to improve his circum stances. The El Dorado of this conti nent is precisely the region now owned by this Republic. m The Wisconsin Central and Korihern Pacific traffic agreement takes form in the shape of a through-car service from Chicago to Tacoma and Portland, opening the first unbroken communica tion from Lake Michigan, acros3 the continent to the Pacific northwest. I.nl the British delegates will not bo cm powered to make any engagements bind ing upon England. Since 1800 the population of Europe has just doubled itsself. Then tho pop ulation was 175,000,000; in 1830, 210.000,- 000; in 1860. 2S9,000,000; in 1880. 231,000. 000; in 1888, 350,000,000. The people of the United States use annually about seven postal cards for every man, woman and child; that is to say, their total consumption for a year reaches 400,000,000. TELEGRAPHIC. Specials to Tlie Astorian. Portland, Aug. 30. Monday next the grand jury for the September term of the circuit court will be selected. Improvements and renovations nt the county court house that havo beeu under way for the past six weeks are about completed. There has been a general repainting refurnishing and recarpeting of the entire building and tho interior now presents a very neat appearance. Work on the south wing is progressing favorably. The brick work is about completed. Counsel for James Steel administrator of the estate of tho lato Bon Holladay havo filed another petition for n hearing in the circuit court which sets forth that tho receiver of tho estate refuse to co operate with tho administrator to perfect the sale of tho entire property. Mrs. Jack Dompsey is at Wiluoit Springs. She is opposed to all prizo-fight-ing and refuses to talk of her husband's recent defeat. This morning tho corpse of a Gor man supposed to bo August Fischer was found lloating in tho river under tho wharf at the foot of Yamhill street. The body was badly decomposed and had probably been in tho water two weekp. Articles incorporating the Carbon, centre, lead and silver ruininc company were filed in the couuty clerk's office this morning. The capital stock of tho cor poration is 1,000,000. W. b. Junior, general manager and Mr. J. M. Hannaford traffic manager of tho Northern Pacific railroad will arrive in this city to-day from tho east. The frame for thonew Mountain (Jueen below Woidler's mill is now beginning to assume shape and diminsions. ATTOBNEY-GENEBAI. MILLEB'S rOITION. Washington, Aug. 30. On the Chi- nose question attorney general Miller sas's: "I notice by tho papers that the Pacific coast people do not like my re cent opinion respecting tho Chinese. They seem to think or judge that the Scott law should cut some figure in the premises, but it could not, for the Scott law relates mainly to Chinamen who have gone out of the country and wish to return to stay, borne people seem to think that 1 am in favor of the (Jhmcse, whereas, the fact is that I havo always been opposed to their immigration aud believe that they should bo shut out effectively; but I could not in rendering an opinion when called upon, utterly ignore the law, for the law itself, as it enters in to tho question presented to me, has not been changed since 18S2, and my decis ion was simply in accordance with de cisions rendered by my predecessors, Garland and Brewster. I could do noth ing else. I sympathise with any people in their efforts to escape being overrun by a foreign civilization, but I could not completely ignore the law, which must govern my action." Peter Mitch ell, late Minister of Marine, and Fisheries, and organ of the advanced Liberals, publishes a strong leader advocating the independence of Canada rather than havo her made tho cat's-paw of imperial politicians. Tho points of the Herald's article are: If tho statements made in the "Washington dis patch convey a correct representation of the views held by Harrison's administra tion respectingthe Behringsea difficulty: if it is in complete accord with an under standing between the British and Amer ican governments on tho matter, the sit uation must be regarded as invested with new and startling interest for Canada. ilANY MEN MADE IDLE. Spring Vallet, 111., Aug. 30. W. L. Scott of Pennsylvania, it is stated, has telegraphed to his superintendent to dis charge all the employes of the Spring Valley mine not absolutely needed and preparo for a shut-down of six months or a year. The mines, he said, will not be opened again if they cannot be operated on a paying basis. The Chicago and Northwestern has closed down its Spring Valley branch and discharged all the men at this end of the line. ' ATJSB OP TH &B3W!i.
