Childs, of tho Philadelphia Ledger, crowned his maDy acts of generosity by distributingJithe princely snm of 40,000 among the various employes of his establishment. One of these employees, an assist ant editor, found in his pay envelope, besides his usual salary, a crisp, new S300 note. This man was amazed. It was a great temptation to put that S390 in his pocket, for he was a poor man with a large family on his hand3. But he thought the cashier had made a mistake, and with a face pale and resolute he fought off tho tempter and presented himself "at the cashiers window, the pretty new bill in his hand. "A mistake has been made; this bill does not belong to me," he said. "You had better go see Mr. Childs," responded the cashier. So into the private office of Mr. Childs walked the assistant editor. "This is all right," said Mr Childs, merely a little Christmas gift, you know. After you have been here you will understand it better." . But Mr. Childs," gasped tho editor, "I've worked for you only six weeks, and this is a greater sum of money than I ever owned at one time in my life. I can't take it. My short ser vice is not sufficient to .make it right that I should take it." '"You are a member of our family," said Mr. Childs, and the timo you have been here does not make any difference. Just you take that bill and get out on Chestnut street and buy some Christmas, presents with it as quick as you know how." Wealth in tho hands of such a man is truly a blessing, and certainly no one but a misanthrope can grudge him its enjoyment His name will be honored by future generations, and his life pointed to as an example worthy of emulation, while tho "marble shafts" to the memories of those who amassed fortunes only for selfish aims will serve as reminders that they cover the re mains of men as bloodless as the mon uments which bear their names. At a meeting of the chamber of commerce yesterday evening the iu formation was learned that the sen atorial committee would bo down here to-morrow afternoon at two o clock. would go down to the forts and after returning would meet the citizens, and would subsequently go to Kalama. and take the tram there for Tacoma. A large map of the United States was presented by E. A. Noyes This map is made by the Union Pacific I?ailroad Co., and shows their lines, and the map has Astoria on it in big black letters very plain to see. The report of the committee ap pointed to prepare an advertisement of the city for tho lorllicomiiij; O. It. & N. edition, was received, and on mo tion accepted, nnd tho secretary in fracted to send the same to Portland for publication in the aforesaid pam phlet. Tha Hew LawEegarding These Matters. Which is Supposed to Take Effect To-Day. The O. E. & N. Co. has issne1 lin following circular: The O. E. & N. Co. hereby announ ces the following rates for towage and pilotage of vessels from tho spa to Portland and return, and guarantees that same shall not be increased for a period of two years from May 21, 1889, the date upon which the law becomes effective: Total charges for pilotage and tow age from the sea, or from Astoria to Portland and return, taking effect May 21,1889. Vessels not exceeding 800 tons register, $450; over 800 tons to 1,200 tons, 500; over 1,200 tons to 1,600 tons,S550; over 1,600 tons to 2,100 tons, SG00; over 2,100 tons, special; use of tug's hawsers, 20 each way; lighterage upon grain and its products from Portland to Astoria. 50c Der ton of 2000 lbs.; lighterage upon other rreignt, fci per ton, weight or measure ment company's option; moving a vessel in port, S10. The above rates are obtainable onlv upon the express condition that ves sels are towed by tug and tow boats owned bythis company and piloted by pilots in its employ. .The existing pilotage laws of "Wash ington territory authorize the follow ing compensation for piloting vessels between tho sea and Asteria: Eight dollars per foot for the first twelve feet draught, and S10 per foot for each additional foot or fraction thereof; and for piloting a vessel on the Columbia river between Astoria and Portland, SI per foot draught The "Washington territory law fur ther provides for half compulsory pilotage. A pilot holding a branch from the "Washington territory pilot commissioners, upon speaking a vessel can demand half pilotage, as per above rates, whether his services be accepted or not. Attention is also directed to section 7 of the Oregon law herein in- c jrporated, which fully sets forth the compensation authorized by this state for the pilotage of vessels between the sea and Astoria. It will be observed that section 9 of the law referred to provides that half pilotage only will be compulsory in tho case of bar pilotage when the services of Oregon pilots are rejected after having spoken a vessel. Ship masters may reject the services of riv er pilots without incurring compul sory pilotage. Masters of vessels accepting the services of pilots holding a branch from the state of Uregon or Washing ton territory will be compelled to pay such pilots their regular fee, as pre scribed by law, in addition to the rates of this company. it will be seen, therefore, that m ac cepting service of this company, the following reductions will be made from the charges now in effect: Ves sels not exceeding 1,000 tons register, $100; vessels not exceeding 1,200 tons register, 150; vessels not exceeding 1,800 tons register, S500; vessels not exceeding 2,000 tons register, 8550; vessels not exceeding 2,100 tons regis ter, $600. No charge will be made for off-shore towage or demurrage when this company's tugs and pilots are em ployed. "When other than O. E. & N. com pany pilots are employed ships will be subject to a charge of 10 per mile for distances more than ten miles off shore, and S3 Tier hour demurrage when this company's boats are delayed through fault of such pilot, and double lighterage rates will be charged by this company to ships not towed by its tugs or towboats. In order to avoid any complications and excessive charges, masters should be plainly instructed to avoid as far as practicable being spoken by pilots not on board or connected with the tugs or towboats of the Oregon Bail- way & Navigation company, and when spoken by pilots not in this company s employ, their services can be rejected and the vessel be com pelled to pay one-half pilotage only. Co.'s flag (a cut of which is given in tho circular,) and will be found cruisinc off shore dnrinc the hours of daylight, each provided with a competent pilot employed by the conpany. such pilot will board all vessels spoken, take charge, and re main with the same until anchored at Astoria. The above is supposed to co into effect to-day; the question now comes up as to its constitutionality, and what will bo tho existing stato of affairs until tho board of pilot com missioners again meet on the 10th of next month, and what they will do when they do meet The Astobian is authentically in formed that the O. E. & N. company has now under consideration tho mat ter of employing the Oregon state pilots on the schooner Oov. Moody, to cruise outside the bar, the pilots to be paid a stated salary. Tho question of maintenance of the schooner is between the U. JK. ic JS. Co., and the board of trade of Port land.
