The Schooner Mary Dodge arrived in yesterday to load with lumber. The fines and forfeits in the police court yesterday amounted to S30. This morning Herman Wise calls atteution to special bargains in his line. The Scandinavian Benevolent soci ety hold their regular meeting this evening. A new schooner, the Silcer Wave, Captain Morgan, has been launched on the Coquille. The Canby takes a coffin to Ilwaco this morning for the body of Silas Qreble, deceased. The schooner Norma arrived from San Diego yesterday to load lumber at Trullinger's mill. The Ilwaco and Shoalwater Bay Railroad company have laid their track to Ocean Park. The annual meeting of the stock holders of the Astoria Building and Ijoan association, will be on Fridav, Mny7tb. The steamer Aliance arrived from Gray'a harbor, Sunday, and after put ting off twenty passengers proceeded to Portland. Messrs. Stevens and Green have removed their club rooms from over C. Ii. Parker's store, over Grosbauer & Bock's saloon. Tho WalhislU yesterday took a load of lumber, lath, lime and brick to the Lewis and Clarke for E. C. Jeffers' now house. The returns show that the number of school children in this state has increased nearly twenty thousand during tho past year. Tho weather yesterday was just de lightful, and affords a pleasant con trast to the sad news of droadful blizzards and fatal storms that have been raging for tho last two days among our friends iu Virginia. The mosquito fleot, which makes its headquarters at Astoria is assum ing largo proportions, and tho un lucky craft that comes belated is often nnablo to find a slip at which to land n cargo of live stock without vexations delay. More dock room is neened. Itoss' opera house was well filled last night to hear Sol Smith Russell and his company in "Bewitched."' That the audienco enjoyed tho performance was plainly shown by the vociferous applause bestowed. Sol Smith Rus sell will always be snro of a full hopso whenever ho appears in Asto -ria. Messrs. Bell and Philbrick, survey ors and engineers went down to Clat sop yesterday to make a preliminary survey of M. J. Kinney's property, preparatory to laying it out as a town site. This property is on the line of tho Astoria & South Coast railroad and no donbt will become very desirable. Our Portland dispatches this morn iug report that the Ilwaco Railway and Navigation company has ordered seven new cars of tho Pullman car company, one of them to bo n speci men of rolling magnificence calcu lated to satisfy the most extravagant ambition of the maguates of the en terprising line. Tho C. J. Behhaw which sunk at the dock in Sau Francisco a few days ago was raised and started for this city Inst Friday, arriving here at six o'clook yesterday afternoon. She brought fourteen tons of coal and the captain reports a fair voyage. She will bo used as a cannery tender here this season by the Hume com pany. At 12 30 p. m. yesterday the ominous tones of the firo bell pealed forth, summoning the fire engines up to the region of the Clatsop mill, tho fire proved to bo in one of J. A. Devlin's mess houses opposite tho cannery nnd was confined to tho roof. The damage was very slight, No. Two's went up but their services were not needed, tho firo having been put out with buckets of water. It is reported that Van Cott, the newly appointed postmaster of New York city, instead of finding surety for himself in the snm of S600.000, ho will require every employe in a re sponsible position in tho department to enter bonds for sums varying from S1.000 to S10.000. These in the ag gregate will amount to between S150, 000 and 8200,000 and will be turned over to Vnn Cott's sureties together with his own bond for tho difference, a now plan which causes favorable comment. Last Saturday while the S. O. Reed was on her way to Astoria from Portland and when near Reeder's Landing, she ran into a fish boat, cut ting it almost in two. The captain reports that he was keeping n bright look out, and tho first he saw of the boat was its shadow, and he nt once throw tho wheel hard over, but too late to avoid striking. The boat immediately filled. Meanwhile ar rangements were made for the rescue of the two inmates, one of whom was saved, but the other could nowhere be seen; but while hauling the boat and net on the steamer, the lifeless body of the man was found entangled in the net Everything was done to bring the poor fellow to life, but wuuout utuu. iuo uuujr was lasen to St Helens, where an inquest was held, which showed that the-name of the unfortunate man was John Behrnds, and established the facta of the caso ns related above. PERSONAL MENTION. John Wood, of South Bend, is in the city. Mra C. S. Wright rotumed Sun day on the Telephone. I. S. Jones, of Oysterville was in the city yesterday. Miss Gussio Gray is quite ill from the effect of vaccination. Deputy sheriff "Witherell. of Port- laud, returned from the weather beach yesterday. Chief Engineer Thielson, of the As toria fc bontn Uoast Railroad, went to Portland last evening on business. Horace Thing, who so badly sprained his leg while horseback riding last week is confined to his room from the effects of the injury. J. F. Hallorari, E. C, Lewis and M. H. Burnham returned from a trip through the interior at 1130 last night. They report heavy weather crossing Young's bay in a little row boat, which they beached atDeForce'a on Young's bay. The Work nt The Jetty. A visit to Ft. Stevens shows favor able progress of the great work go ing on at the mouth of the Columbia, the good effect of which i3 already noticable in increased depth of water on the bar. The work has not been allowed to languish, and during the fall and winter months activity -was the order of the day. An increased force of men has lately gone to work and it is now a lively scene of operations. The big wharf is now double the size of the old ono, two big hoisting engines and derricks are in use and two barges of stone can be unloaded at one time. There are now ten barges in use, and a new tug is building to take the place of the Qen. Wright, to work in conjunction with tho steamer Cascades. The brush for tho fascines is now being delivered in increased quanti ties, piles and lumber sufficient for an additional mile seaward nro being de livered, tho iron for an equal amount of railroad extension is on the way nnd the expectation is to shortly be able to deliver from COO to 800 tons of rock per day. A Splendid Cbanre to Secure Seaside Lots. There is probably more activity in real estate in Ocean Park propeity, at tho ocean terminus of tho Ilwaco and Shoalwater Bay railroad, than elsewhere just now. Lots iu Rail road addition to tho Park aro selling ropidly, under the low prices put up on thorn. The reason of their rapid sale is owinjr to their fine location, both as a summer resort and from a commercial point of view. The ter minus of the road will bo at Sealand, on Shoalwater bay, just a half a mile east of the addition. Thoy have 45 feet of water there at low tide, and there aro plans being formed for the bnilding of a new saw mill and a $25, 000 hotel, during tho coming summer, beside the building of a great number of business houses to say -nothing of the improvements contemplated by the railroad. Reed, fish commissioner, accompanied by a deputy sheriff, was cruising around the bay searching for violators of the Sunday law, they came upon a boat whoso occupants wero engaged in pulling iu their net. They were im mediately placed under arrest and fonnd to bo Wm. Wilson, better known as "Fancy" Wilson, and his boat puller, named Thos. Peterson. Smith, sheriff. Fees of C. A. May, justice and con stable fees allowed with tho excep tion of the three Starr cases. District attorney's fees disallowed until a complete bill itemized is filed with the court Bill of H. A. Smith, sheriff fees in justice court allowed except Starr cases. In tho matter of tho bridcro over McEwan slough, supervisor of dis trict No. 5 authorized to contract for said bridge at the rate not to exceed S195. Petition of Astoria & South Coast Railway company to have a com missioner on bridge across Young's bay appointed, read and under con sideration. In the matter of Co. "H," O. N. G., allowance rejected on acoount of opinion of Jndge Bowlby. Report of J. Q. A. Bowlby, on de linquent tax list read, and on motion the judge was instructed to bring suit against any officer through whose fault the county has lost any money. Petition of O. H. Miller, for a county road at Westport read, and the following persons appointed as viewers. L. F. Cnmmings. Geo. W. Shirley and John Ross, N. D. Ray mond appointed surveyor, H. C. Miller to servo notice on reviewers. Bill of A. Van Dusen & Co, for $1 .50 allowed. Coroner's bill, on inquest of Pedro Riberos disallowed for the reason that the coroner has no jurisdiction, the man having been killed on the high seas. Coroners bill on inquest of N. Liv ingston. Bill of fees allowed, except S25 for J. A. Fulton, examining phy sician, J. G. Nurnberg refused to vote on the fee. Bend of F. Sherman, road super visor, district No. U, fixed at 31,000. Trover et ol. tho su preme court of tho United States has decided that the heirs of a man who settles on unsurvoyed land with tho intention of pre-empting it, nnd who dies before survey, canuot take the land under the pre-emptiou law. Settlement upon the public lands in advance of public surveys, tho court says, is allowed to parties who intend, when the surveys aro made, to apply for their purchase. If withiu a certain time after the surveys nnd return of the plats to tho local land office, tho settler takes certain steps required by law, ho acquires fur tho first timo the right of pre-emption to the land that is, the right to pur chase it in preference to others, but he has no estate iu tho land which ho could devise by will, or which would in case of death pass to his heirs law. As has been heretofore held by the court, occupation nnd Impove" ment of public lands with a view to pre-emption does not confer a vested right in the lands so occupied. The United States enters into an obliga tion that tho lands occupied shall never be put np for sale, but simply declares that in case they are offered for sale the occupants shall havo tho privilege of purchasing them before all others. Owing to the heavy increase in freight business be tween this city and points on Puget sound, tho O. It & N. Co. has decided to connect tho two points by a steam er lino. The steamer Idaho willoon be put on the route, and other steam ers will probably soon bo added. CAUSES A SENSATION. A few days after the death of C. C. Scott, of the Oilman house, his wid ow applied to the county court for letters of administrator, representing that she was sole heir to the estate. Upon that representation her request was granted. A few days ago a Ma son here received a letter from a brother Masons, stating that deceased has a son living in Manchester, New Hampshire, by a wife from whom he had been divorced years ago, who claimed a share of his father's estate. The Mason here placed the letter iu the bonds of Hon. Bufus Mallory, in structing him to take such steps as suggested themselves to him to pro tect the son's interests. The fact has created no little surprise among tho dead man's friends, as it is doubtful whether a soul in town ever knew that he had been married before. THEY DO SOT KESPECT HEP. WILL. Harriet B. Campbell, grandmother of tho late Mrs. Holladay, Maria A. Smith, Mrs. W. H. Bernard, aunts, and Joe Holladay filed a petition ask ing that the grandmother be ap pointed guardian of Mrs. Holaday's two children altogether ignoring the last will of deceased. General Ingalls, who i3 much attached to tho children, will make a hard and bitter fight against the allowance of the petition. The children much prefer Ingalls. FINE CAr.3 ORDERED. Jacob Kamm has just placed an order, with the Pullman car company, for seven cars for the Ilwaco Eaiiwny and Navigation Company's line, One of these will be a very fine closed coach, finished up in fancy woods, nickel trimmings, and silk plush up holstery. Six of them will be open and arranged for tourist accommoda tions during good weather. It is ex pected the cars will be ready for shipping by the middle of June aud will bo put is use some time before July.
