Washington, Feb. 19 After many houra' consultation, the ooji ferrpps on tho omnihus territorial bill reached a conclusion this eve ning', and Piatt and Springer are preparing a report to accompany the return of the bill to the two bouses to monow. The bill, as agreed to by tho conferrees, fixes the i.ames of the two Dakota- as N rth Dakota and Smth Dai ota, The people of South Dako a ate to vote upon the adoption of the Sioux Falls constitution Hay 14, and the loca tion of the capital is to be settled by an election on .the.same date Tho residents of North Dakota, "Washington and Montana may vote for the election of delegates to constitutional conventions and for a full list of state officers. On the first Tuesday in October the people may vote upon the constitutions proposed by the con ventions, and, if adopted, after the president's proclamation to that effect, the governors Of eacn may order the election of members of the legislature and representatives in congress. The legislatures may meet to elect the two senators ol each in time to take their seats at the beginning of the first regular session of the fifty-first congress, in December next, at which time the representatives shall also be ad mitted to tbeir-seats.
