Arrested for Technical Law Breaking. The fishermen of the Russian river region arc very indig nant over the manner in which they have been treated for catch ing dog salmon and kindred fish. Several Americans have recently engaged in this business, after en deavoring to ascertain what was the law in the matter, and having found that a local court had de cided that the fishery law did not include these fish as salmon. The most of the fishermen had just got their nets and boats ready for work, and in two instances had put them in for the first time, when, without warning, a boat with four officers of the law, armed with a Winchester and four pistols, swooped down upon tho river at midnight, and at the point of the rifle all the men they could find were ordered into their boats and taken immediately to Guerneville, twelve miles distant, in the oil cloth suits and rubber boots they had on, and although three of the fishermen passed within call of the houses where their families were awaiting their return they were not allowed to stop for a change ol clothes or to call to them to tell them where they were going; and after searching the river for them it was not until noon the next da thai they heard of their arrest. Ten of them hive been fined from $50 to 100, and one sent to j-til for fifty days. It seems, besl le. that the chief of the fish patrol told the fi-hermeii that it was no' illegal to stake one end of the net to the bank, if the other were al lowed to swing free, yet warrants were issued for their arret. A correspondent writing from Duncan's MilN, says: ''Seals and Boalions are very numerous aboui lie nioutli of the river, and dail 'levour more s-ahnon than all tlir ishetmen catch, et they are pio teeted bv law, while the fishi rinen ire sent to j-til. Meral: It is bet ter to be a heal than a man. 'Mullets (sucker) abound in the river by millions, and then nincipal food is the spawn of hh tnd where salmon are found on 'lie riffles ilepin-itiiig their spawn these suckers are hovering around in schools devouring them; and vet it is a misdemeanor to draw them from the river and leave hem to die on the shore, though they are not a marketable fih. It is generally supposed that our near neighbors, the British Columbians, are very slow people who will never amount to very much until they join the great American procession. This is not entirely the case. They mani fest much enterprise, and are de veloping their fine natural re sources with great success. The fishing interest is one of their principal industries. They expect ed to pack300,000 cases of salmon in 1888, hut had bad luck, and only scored-76,000 cases. This is the second season of failure. They hope, however, to do better this year. One thing they did do in 1888, vhich is very important. They developed a new industry, and are now. taking black cod and halibut from deep water. The business promises to expand to very large proportions. Much capital is invested in salmon pack ing. On Fraser river the invest ments are in buildinss, $ 276,000; in boats and vessels, S53.0J0; in nets, 70,000. In the northern ean neri'S about 4400.000 is invested. On Eraser river 5L'8 boats are em ployed, and 'Zoo at the other can neries. All the canneries of the province employ 1,745 shoremen and 2.513 fishermen.
