Ik addition to tho nrguments al ready adduced in The Astoria against the proposed abolition of compulsory pilotage at tho mouth ol he Columbia, it is in order to stato that it is clearly a case of corporate interest against tho commercial in terests of tho public. With no compulsory pilotage, up would go the rates of marine insur ance on vessels coming into the Co lumbia; fewer "would come; and the fewer that wonld come the more grain the O. E. & N. Co., could and would carry in the holds of its passenger steamers to San Francisco at a hand some profit If no ships at all camo hero so much the better for the 0. K. & N.'s grain freight business to San Fran cisco. It's as plain as day, and if the legis lature that meets to-morrow doesn't see it, they are the only ones in the state so blind to tho game that is be ing attempted. A bill to abolish compulsory pilot age is a black eye to Astoria and the lower Columbia, and is an indirect menace to every one who grows a bushel of wheat in any spot drained by the Columbia or its tributaries. Giqeqe D. Pbentioe, probably ono of the most gifted writers that ever added lustre to American journalism, said: It cannot be that earth is man's only abiding place. It cannot be that our life is a bubble cast up by the o:ean of eternity, to float a moment upon its waves and sink into nothing ness. Else why these high and glori ous aspirations which leap like angels from the temple of our hearts, for ever wandering unsatisfied? "Why is it that the rainbow and clouds come over us with a beauty that is not of earth, and then pass off and leave us to muse on their loveliness? Why is it that the stars which hold their fes tival around the midnight throne, are set above the grasp of our limited fac ulties, forever mocking us with thoir unapproachable glory? And finally, why is it that the bright forms of human beauty are presented to our view and taken from us, leaving the thousand streams of onr affections to flow back in Alpine torrents upon our hearts? We were bom for a higher destiny than earth. There is a realm where the rainbow never fades, where the stars will bo spread out before us like islands that slumber on the ocean, and where the beautiful beings that pass before us will stay forever in our presence. THE TJLOTAGE QUESTION. The present agitation to make river pilotage optional, is supposed to be grounded on the desire to save ships unnecessary expense, as tho tng boat captains are claimed to bo as compe tent as the pilots to take vessels up or down the river in safety. In fact there is an idea that a river pilot somewhat resembles a fifth wheel on a coach; but we have already stated one great risk shipping wonld run, of additional expense incurred through a tug boat master towing a ship down at an easy draft, and thereby causing the ship to pay more for lichterace. Bnt putting that, almost certainty, on one side, it is well to look at the present total charges levied by the O. R. & N. Co. on ship ping: Registered tonnage. Price . LOW From 1,409 tons to 1 C0J tons ... 1.030 From 1.600 tons to l.SuO tons . i icj From 1,800 tons to 2,0iX tons 1,150 Now the above shows that an aver aged sized vessel, of 1,200 tons, com ing here is charged 81,000 for both pilotage and towage from the eea up to Portland, and back to sea again. After deducting inward pilotage(S101 for 12 ft. 6 in. draft) and S50 up river pilotage, $80 down pilotage at 20 feet, and S176 for outward pilotage, we have a total of S107 deducted from the entire oharge for those services to the ship, and therefore leaving but S593, or say, roughly. S600, for re muneration to the O. R. & N. Co. for towing a vessel of 1,200 tons a mat ter of 230 miles. This is in deed a very reasonable charge, bnt the O. R. & N. Co. are certainly well able to perform the services for that figure, as they enable shippers to still compete with other ports, and so continue the demand for grain at Portland. Otherwise their business ol hauling grain wonld very consid erably dimmish. So the question arises, in the event of river pilotage being abolished, would the O.RiN. Co. reduce the already reasonable charges by that amount, or would the difference go into their pockets? There can scarcely be but one answer to snch a simple proposition. If the 1,200 ton ship can afford tojpay 81,000, theO.R&N.Co. will still make her pay that much. Of course the O. R. & N. Co. would be receiving better pay for their services, and even then their remuneration wonld not be excessive; and no one would have cause for de manding a further reduction. It seems, therefore, that the object of re lieving shipping of unnecessary (?) ex pense would not be attained by mak ing river pilotage optional. It would, in Bhort, simply put money in the O. B. & N. Co.'s pocket instead of the river pilots'. Since shipping is not likely to derive aDy pecuniary benefit from tho change, it is far better for their interests to be protected by the compulsory and independent pilotage system now in vogue.
